Describe the reasons for allocation priorities and any obstacles to addressing underserved <br />needs <br />For CDBG-funded Public Services, staff recommended four agencies to the HSC. All four of these <br />agencies have received funding in the last two fiscal years, met their contractual obligations to the City <br />with high performance outcomes, and serve priority needs under the City's HUD Five Year Consolidated <br />Plan. They were selected from a pool of twelve (12) agencies that submitted applications to the City - <br />issued FY 2021-2023 Community Assistance Grant Program (CAP) Request for Proposals. The four <br />agencies that are recommended to receive CDBG FY 2021-2022 Public Services grants are as follows: <br />CALICO (Child Abuse, Listening, Interviewing, and Coordination) program "Building Resiliency: Family <br />Support Services for Abused Children" $23,345; Davis Street Family Resource Center "Basic Needs and <br />Family Counseling Services" program $45,566; Service Opportunities for Seniors (SOS) "Meals on Wheels <br />for San Leandro Seniors" $30,773; and Spectrum Community Services, Inc. "San Leandro Senior Nutrition <br />Meals Program" $18,570. <br />The decision to allocate CDBG funding to these above -noted agencies is based on a number of factors: 1) <br />proven eligibility to receive federal CDBG funding, 2) agency's past performance met or exceeded <br />service delivery goals and expectations, 3) public services provided by these agencies address the <br />priority needs identified in the Human Services Gap Analysis, dated April 2017 and adopted by City <br />Council in October 2017, 4) public services provided by these agencies meet the City's Consolidated Plan <br />priority needs. On April 28, 2021, the City's Human Services Commission will consider City Staff's <br />recommendations. Final funding amounts were discussed, confirmed and approved by the Human <br />Services Commission. <br />The City's allocation to ECHO Housing to provide fair housing services is consistent with the <br />Consolidated Plan priority and the City's commitment to affirmatively further fair housing. <br />The allocation for the City's HUD Section 108 Loan repayment is in accordance with the 20-year <br />repayment schedule for the City's $2.5 million HUD Section 108 Loan used to complete the City's senior <br />center. <br />The commitment of CDBG funds to increase ADA accessibility in the City will continue with funding to <br />support the Washington Avenue rehabilitation project. The project is located on Washington Avenue <br />between West Juana and Castro Street and will include the replacement of all curb ramps, create ADA <br />compliant crosswalks at all intersections and will reduce the high crown of the street to an accessible <br />standard by flattening the crosswalks at major intersections. The project will also create curb bulb -outs <br />at select intersections to reduce pedestrian travel distance between sidewalks at intersections. The <br />proposed allocation of $485,828 to proceed with this project. <br />The City will continue to provide lower -income San Leandro homeowners with minor home repair grants <br />using CDBG funds to ensure that these existing, naturally affordable homes are preserved and in safe <br />and habitable conditions. <br />Annual Action Plan <br />2021 <br />20 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />
