Finally, as a result of the City's Emergency Rental Assistance Payment Program providing rent and/or <br />utility relief payments to low income households who were financially impacted by COVID-19, the City is <br />required by HUD to affirm those renter households that received 4 months or more of ERAP assistance <br />are free of lead -based paint in their homes. There are an estimated 75 rental units that were approved <br />for ERAP grants that will need to be evaluated for lead -based paint and, if necessary, remediated. City <br />staff plans to work with two other area jurisdictions on a joint and cost -sharing contract with Alameda <br />County Healthy Homes Department to carry -out this lead -based paint work for approximately $150,000, <br />but staff is still assessing the affected units to refine this cost total for the Final Plan. <br />The main obstacles to addressing the City's underserved needs are: 1) the continued reductions in <br />funding levels for the CDBG and HOME programs, and 2) the excess of need far exceeding the amounts <br />of funding available. <br />Annual Action Plan <br />2021 <br />21 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />
