Use of contents on this sheet is subject to the limitations specified at the end of this document. <br />Section 1 <br />Introduction <br />This section describes the organization of the report, rate-making objectives, the fee-setting process, and <br />a general description of the Certified Unified Program Agency activities and the Pretreatment Program. <br />1.1 Organization of the Report <br />This report is divided into five sections. This introduction provides an overview of the study objectives. <br />Section 2 describes the development of unit costs used in the calculation of fees. <br />Section 3 describes the development of updated Certified Unified Program Agency fees. <br />Section 4 describes the development of updated Pretreatment Program fees. <br />Section 5 describes the limitations of the study document. <br />1.2 Environmental Services Section Activities <br />The Environmental Services Section implements P2, the industrial pretreatment and stormwater <br />programs, Waste Discharge Requirements (WDR) activities for the City’s closed landfill, and is a Certified <br />Unified Program Agency (CUPA). CUPA activities include: regulation of hazardous materials; underground <br />storage tanks; aboveground petroleum storage tanks; hazardous waste generation and onsite treatment; <br />and the Accidental Release Prevention program for highly toxic and flammable substances. San Leandro <br />is the only city in the Bay Area to combine these programs into one work unit. See <br />http://www.sanleandro.org/depts/pw/env/default.asp. <br />Pretreatment Program routine activities focus on pollutants of concern established by state and federal <br />agencies, such as heavy metals and toxic organics. Targeted activities address regional and local <br />concerns, driven by actual or anticipated changes to NPDES limits, TMDLs, Water Quality Objectives, and <br />pollutants identified as adversely impacting receiving waters or the POTW. <br />1.3 Fee Development Objectives and Development Methodology <br />The City of San Leandro, in conjunction with Municipal Financial Services, has analyzed the adequacy of <br />revenues from Certified Unified Program Agency (CUPA) fees and Pretreatment Program fees to meet <br />projected expenditures of the Environmental Services Division to determine whether revenues will be <br />adequate to cover operating and maintenance costs as well as needed capital costs while meeting <br />target reserve levels. <br />All fees are developed using the same unit costs relevant to each fee and estimated labor hours to <br />perform the service associated with each fee. The unit costs and applicability to fees are summarized <br />below. <br />1. Environmental Protection Specialist I/II hourly rate – applies to all fees except laboratory fees <br />2. Environmental Services Supervisor hourly rate – applies to all fees except laboratory fees <br />3. CUPA Services & Supplies hourly rate – applies only to CUPA fees <br />4. Pretreatment Program Services & Supplies hourly rate – applies only to Pretreatment Program fees <br />5. Service Charge Parameters Sample Laboratory Analysis Cost per analysis rate – applies only to the <br />laboratory analysis fee for BOD, TSS and pH <br />6. Management & Administration hourly rate – applies to all fees except laboratory fees <br />27
