June 28, 2021 <br />San Leandro City Council <br />Civic Center <br />San Leandro, CA 94577 <br />Honorable Mayor and Members of the City Council: <br />I am pleased to submit the City’s biennial budget for the 2021-22 and 2022-23 fiscal years. <br />This two-year budget serves as a blueprint for providing City services and establishes a <br />financial plan for operations and capital improvements across all City funds and <br />programs. The budget focuses on the City’s long-term financial health and reflects fiscal <br />strategies supporting improved infrastructure and stabilizing pension costs. This <br />proposed budget offers a balanced approach meeting the challenges of balancing modest <br />revenue growth with increasing costs, while responding to our community’s service <br />needs. <br />The current fiscal year ending in June has been unlike any other in recent history. <br />Scarcely any aspect of life in San Leandro remains untouched by the Coronavirus <br />pandemic. As COVID-19 cases spread and shutdowns became commonplace, few <br />imagined what to expect, nor would have guessed the crisis would still be with us 14- <br />months later. <br />Every resident and business owner has been affected by COVID-19. Devastating health <br />impacts, business and school closures, elimination of jobs, essential workers faithfully <br />carrying-on, remote work, requirements to wear masks and socially distance, and the <br />struggle to pay basic bills, including food and rent, all became a normal part of life and <br />helped define this unprecedented time. <br />Among the impacts to the City, many projects experienced slowdowns as attention was <br />diverted toward mitigating the effects of the pandemic and then eventually transitioning <br />to recovery efforts. Relevant and timely actions included an eviction moratorium, rental <br />assistance, a grocery worker premium pay ordinance, public assistance in the forms of <br />food distribution, mental health, domestic violence services, and small business grants. <br />With the rollout of vaccines and the stimulus funds provided by the Federal government, <br />we hope life will begin to return to normal. Fortunately, the economic outlook for San <br />Leandro is expected to be positive in the upcoming biennial period. <br />7 <br />40
