In this <br />circumstance, the lead agency shall prepare an infill EIR.”49 <br /> <br />Here, the City must prepare an Infill EIR because the Project would result in <br />new specific effects and more significant effects to housing, air quality, health risk, <br />hazardous materials, greenhouse gas emissions, noise, and traffic; and uniformly <br />applicable development standards would not substantially mitigate such effects.50 <br /> <br />A. The Project Will Cause New Significant and Unmitigated Housing <br />Impacts <br /> <br />The failure to provide sufficient inclusionary housing in this Project violates <br />the City’s Zoning Ordinance.
