Federman <br />Adams Broadwell Joseph & Cardozo <br />601 Gateway Blvd #1000 <br />South San Francisco, CA 94080 <br /> <br />Subject: Comments on the Callan & E 14th Street Project <br />Dear Ms. Federman, <br />We have reviewed the April 2021 Infill Environmental Checklist (“Checklist”) for the Callan & E 14th <br />Street Project (“Project”) located in the City of San Leandro (“City”). The Project proposes to demolish <br />31,000‐SF of building area and construct 196 residential dwelling units, a 23,189 ‐SF grocery store, and <br />5,660 SF of retail space, as well as 286 parking spaces in an above‐ground parking garage, on the 1.6‐ <br />acre site. <br />Our review concludes that the Checklist fails to adequately evaluate the Project’s hazards and hazardous <br />materials, air quality, health risk, and greenhouse gas impacts. As a result, emissions and health risk <br />impacts associated with construction and operation of the proposed Project are underestimated and <br />inadequately addressed. A full CEQA analysis should be prepared to adequately assess and mitigate the <br />potential hazards and hazardous materials, air quality, health risk, and greenhouse gas impacts that the <br />project may have on the surrounding environment. <br />Hazards and Hazardous Materials <br />Two Phase I Environmental Site Assessments (ESAs) and two Phase II ESAs were completed for the <br />Project site. The Checklist concludes “the project site does not contain outstanding surface or <br />subsurface recognized environmental conditions that require further investigation” (p. 4‐63). The <br />Checklist goes on to conclude: <br />Two internet databases are hosted by the boards and departments referenced in the <br />Government Code: The Department of Toxic Substances Control (DTSC) online EnviroStor <br />database and the State Water Resources Control Board (WRCB) online GeoTracker database. <br />116
