Public Review Draft <br />Page ES-4 San Leandro 2021 Climate Action Plan <br />particularly those located near the water. Steep slopes are susceptible to landslides, riparian <br />habitats are vulnerable to drought and water quality degradation, and both riparian habitats and <br />low-lying areas are vulnerable to flooding and SLR. <br />Components of the built environment and associated services that are especially susceptible to <br />climate change include electrical infrastructure and services, transportation infrastructure, the San <br />Leandro Water Treatment Plant, and low-lying sewer lift stations and sewer infrastructure. <br />GREENHOUSE GAS REDUCTION AND CLIMATE ADAPTION STRATEGIES <br />To evaluate the City’s current progress toward meeting its emissions reductions targets, this CAP <br />acknowledges the City’s existing climate policies and programs, planned future actions, and actions <br />already and soon-to-be implemented at the state level and estimates GHG emissions reductions <br />associated with the implementation of these actions. With the implementation of existing State and <br />local programs, the City of San Leandro’s GHG emissions are projected to fall to 497,750 MTCO2e <br />by 2030 and 469,790 MTCO2e by 2050. <br />While implementation of existing State and local actions will help the City meets its GHG reduction <br />targets, these actions are insufficient on their own. Thus, the CAP identifies future policies that, if <br />implemented, will allow the City to achieve its emissions-reductions targets. Each GHG reduction <br />strategy falls into 1 of 12 broad categories addressing building electrification, energy efficiency, <br />renewable energy, transportation, waste reduction and management, water efficiency, and equity <br />and just transition. In conjunction with existing local and state programs, these strategies provide a <br />flexible path to resiliency, sustainability, and justice while reducing the City’s GHG emissions to <br />426,890 MTCO2e by 2030 (41 percent below 2005 levels) and 296,700 MTCO2e by 2050 (59 <br />percent below 2005 levels). <br />This CAP also provides a suite of climate change adaptation strategies. These strategies aspire to <br />foster climate change adaptation by reducing the severity of the climate change impacts on the <br />community and by supporting the community’s ability to respond to and recover from climate <br />change–related disruption. Climate change adaptation strategies are organized into six overarching <br />goals that address overall community hazardous conditions preparation and response, public health <br />and safety, resilient development, resilient infrastructure, biological and cultural resources, and <br />future CAP updates. <br />PLAN IMPLEMENTATION <br />Implementing the CAP will require City leadership to put the strategies identified in the CAP into <br />effect and report progress. To ensure that the implementation process is efficient and transparent, <br />this CAP includes a work plan that identifies responsible departments, time frames, and relative <br />costs associated with each measure. Implementation strategies include monitoring and reporting <br />progress towards CAP emissions targets, continuing partnerships with relevant agencies and <br />community groups, securing funding to implement the CAP, updating the baseline emissions <br />inventory and CAP every five years, and maintaining and updating the CAP to allow for greater <br />resilience. <br />44
