City of San Leandro <br />Meeting Date: July 19, 2021 <br />Staff Report <br />Agenda Section:File Number:21-414 CONSENT CALENDAR <br />Agenda Number:8.F. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Debbie Pollart <br />Interim Assistant City Manager <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Approve and <br />Authorize the City Manager to Execute a Non-Professional Services Agreement <br />with Redwood Painting Company, Inc for $304,763 for the Water Pollution <br />Control Plant Structure Recoating Project; to Authorize the City Manager to <br />Negotiate and Approve Individual Change Orders Up to 10% ($30,476); and to <br />Authorize the City Manager to Negotiate and Approve Change Orders up to a <br />Cumulative Value Not to Exceed 20% ($60,953); and to Appropriate $365,716 <br />from the Water Pollution Control Plant Enterprise Fund Balance Reserve for the <br />Purpose of Structure Recoating. <br />SUMMARY AND RECOMMENDATIONS <br />This agreement is for recoating of two structures at the Water Pollution Control Plant (WPCP). <br />Staff recommends City Council adopt a Resolution to take the following actions: <br />·Approve and authorize the City Manager to execute a Non-Professional Services <br />Agreement with Redwood Painting Company, Inc for $304,763 <br />·Authorize the City Manager to negotiate and approve individual changes orders up to 10% <br />($30,476) of the original agreement amount <br />·Authorize the City Manager to negotiate and approve cumulative changes orders up to <br />20% ($60,953) of the original agreement amount <br />·Appropriate $365,716 from the Water Pollution Control Plant enterprise fund balance <br />reserve <br />ANALYSIS <br />Two structures at the Water Pollution Control Plant need recoating: Secondary Clarifier Number 1 <br />and the Thickener Deck. The current coatings in these structures are degraded and the underlying <br />steel structure is corroding. Recoating these structures now will prevent expensive repairs if the <br />corrosion were to affect their structural integrity. <br />The Contractor will sand blast the structures to remove any current coating and to remove any <br />Page 1 City of San Leandro Printed on 7/15/2021 <br />607
