direction, among other considerations. The draft CAP is incorporated herein by reference as <br />Exhibit A; and <br />WHEREAS, the Draft CAP includes an updated 2017 GHG emissions inventory, <br />projected GHG emissions forecasted to 2050, a climate vulnerability assessment, GHG reduction <br />strategies, climate adaptation strategies, and an implementation work plan; and <br />WHEREAS, the GHG reduction and climate adaptation strategies are broken down into <br />sectors related to energy, waste management, resiliency, resource management, equity and just <br />transition, land use, transportation, health, and infrastructure; and <br />WHEREAS, the Draft CAP incorporates the Council's 2030 and 2050 GHG emissions <br />targets of 40% and 80% reduction respectively over the baseline year; and <br />WHEREAS, the draft CAP is consistent with the policies, goals and vision set out in the <br />General Plan; and <br />WHEREAS, the draft CAP incorporates all necessary components to comply with <br />current state mandates around climate change; and <br />WHEREAS, the City prepared an Addendum to the General Plan 2035 Update <br />Environmental Impact Report ("EIR") dated May 2021 for the draft CAP, attached as Exhibit B <br />and incorporated herein by reference. The CAP Addendum to the General Plan Update EIR has <br />been prepared to identify the potential environmental impacts for approving the draft CAP; and <br />WHEREAS, an Addendum is appropriate pursuant to CEQA Guidelines Section 15164 <br />because only some minor changes and additions to the General Plan Update EIR are necessary <br />and no conditions calling for preparation of a subsequent or supplemental EIR have <br />occurred; and <br />WHEREAS, the Addendum was prepared in frill compliance with CEQA and the CEQA <br />Guidelines; and <br />WHEREAS, on June 3, 2021, the Planning Commission reviewed the staff report and the <br />EIR (including comments and responses) at a duly noticed public hearing on the Draft CAP, at <br />which time all interested parties had the opportunity to be heard; and <br />WHEREAS, the Planning Commission voted for conditional approval of the Draft CAP <br />with recommendations based on comments made during the June 3`d meeting by a 6-0-1 vote, <br />with one Commissioner absent; and <br />WHEREAS, the Planning Commission recommended the City Council adopt the 2021 <br />CAP with consideration of Planning Commission comments for stronger mandatory action <br />language, particularly around developing reach codes, concrete transportation actions, including <br />construction contractor pre -qualifications for city -led capital projects, and committing to <br />updating the CAP in 5 years, as found in the Public Hearing draft attached as Exhibit C; and <br />NOW, THEREFORE the City Council for the City of San Leandro RESOLVES <br />THAT: The above recitals are true and correct and made a part of this resolution. <br />RESOLUTION NO. 2021-113 <br />
