The vulnerability assessment in this CAP looks at the anticipated hazards and <br />other public safety concerns that may be created or exacerbated by climate change <br />and how these conditions have the potential to harm people, buildings and infrastructure, <br />ecosystems, and other assets in San Leandro. <br />San Leandro, like most communities in California, is expected to experience multiple direct <br />impacts due to climate change, including Bayshore flooding, drought, extreme heat, <br />inland flooding, landslide and debris flow, sea -level rise (SLR), severe storms, and wildfire. <br />These climate change effects are projected to have myriad intersecting and <br />compounding impacts on San Leandro's communities, ecosystems, infrastructures, and <br />services. Potentially vulnerable communities include those with low incomes; those with <br />unstable or deficient housing; those unfamiliar with or unable to access community and <br />government services and resources; those with limited mobility; and those who are <br />physiologically more sensitive to changing climate conditions, such as children, the elderly, <br />and people with certain medical conditions. <br />Locations within San Leandro that are particularly vulnerable to the effects of climate <br />change include steep slopes and adjacent areas, riparian habitats, and low-lying parts of <br />the city, particularly those located near the wafer.
