[ME na iroropfit[.7: <br />The 2017 Plan includes a wide range of control measures designed to decrease emissions <br />of the air pollutants that are most harmful to Bay Area residents, such as particulate matter, <br />ozone, and toxic air contaminants; to reduce emissions of methane and other GHGs that <br />are potent climate pollutants in the near -term; and to decrease emissions of carbon <br />dioxide by reducing fossil fuel combustion. <br />BAAQMD's Climate Protection Planning Program is a comprehensive planning effort to <br />reduce the air district's GHG emissions to 40 percent below 1990 levels by 2030 and to 80 <br />percent below 1990 levels by 2050. In 2018, the Climate Protection Grant Program <br />awarded $4.5 million to 17 projects at 15 regional public agencies in two programs areas: <br />reducing GHGs from existing and fostering innovative strategies to long-term GHG <br />reduction. Grants were awarded to Alameda County Waste Management Authority and <br />East Bay Clean Energy, among others. <br />City General Plan <br />San Leandro adopted a comprehensive update to its General Plan in 2017. The General <br />Plan is a comprehensive blueprint that lays out the community's approach to growth and <br />development activities through the year 2035. The General Plan also serves as a framework <br />for the CAP, providing overarching direction for the City to address climate change. This <br />overarching direction includes: <br />• Goal OSC-8: Promote the efficient use of energy and the increased use of renewable <br />energy by San Leandro residents and businesses. <br />• Policy EH-6.11: Prepare for the weather -related impacts of climate change, such as <br />more frequent extreme weather events, temperature extremes, and prolonged <br />drought. <br />• Policy T-5.8: Plan for a substantial increase in the number of electric vehicles and other <br />low -emissions or zero -emission vehicles on city streets. <br />The CAP acts to implement the General Plan, providing specific policies and actions to <br />achieve comprehensive GHG reduction and climate adaptation activities in San Leandro <br />in a manner consistent with the General Plan's overall path for the community. <br />San Leandro 2021 Climate Action Plan Page 23 <br />
