EXHIBIT A
SCOPE OF WORK

Term of Contract: July 1, 2021 – June 30, 2022

Agency: Spectrum Community Services

Address: 2621 Barrington Court
Hayward, CA 94545

Contact Person: Lara Calvert, Executive Director
Phone: 510 881-0300

Project Name: San Leandro Senior Nutrition Meals Program

PROJECT GOALS AND OBJECTIVES

Studies show that low-income seniors are at increased risk of poor nutrition and consequent health
and functional problems. Lack of funds can force seniors to skip meals and cut out foods necessary
for a balanced diet. Eating well-balanced meals on a regular basis is tied directly to health and
wellbeing. For seniors, proper nutrition and regular meals are key to maintaining weight, metabolic
function, energy, balance, and mental clarity, and are necessary for many medications to act safely
and effectively. The need for nutrition is coupled with the need for social interaction and a sense of
belonging that can combat isolation and depression. Studies from the Center for Disease Control
and others have confirmed that providing nutritious meals in a setting that provides social support
and nutrition education improves health conditions, delays onset of chronic disease and helps
stabilize the health status of seniors with chronic disease. While Spectrum’s project objectives seem
simple – providing healthy meals to seniors in a welcoming social setting – our goal is to contribute
in an important way to the health and well-being of program participants. The Senior Meals goal is
to enhance the quality of life for older adults. We do it through objectives which include providing
nutritious meals and education to all seniors 60 years and older who want to participate and to offer
social interactions with peers and volunteers which uplift spirit, mind and body. These services are
proven to benefit the senior’s health and wellness.

During the first year of the two-year grant period, Spectrum proposes to prepare and serve at least
7,000 nutritious meals to over 125 individual low-income seniors in San Leandro. The first year of
this funding period we expect to continue to offer pick up and go meals for at least a portion of the
year. As senior sites re-open we may be able to transition to group seated serving, although it may
remain the individual trayed meals. During this time, we foresee the possibility that some of our
clients may still take meals to go.
In the second year we propose to prepare and serve 6,000 meals to over 200 individuals. By the
second year we are hopeful that we will be able to return to a regular congregate setting serving hot,
plated meals served to seated diners. We are unsure of the guidelines for distancing and capacity
limitations at this time to be able to resume congregate dining, so this is based upon the ability to
serve 24 meals per day at the San Leandro Senior Community Center.

At a time when rising healthcare and medication costs and reductions in public services are putting
greater demand on the fixed incomes of economically, disadvantaged seniors, Spectrum’s Senior
Meals program makes a tremendous difference in the lives of San Leandro seniors.
