City of San Leandro <br />Meeting Date: October 18, 2021 <br />Resolution - Council <br />Agenda Section:File Number:21-555 CONSENT CALENDAR <br />Agenda Number: <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Brian Simons <br />Library Services Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:RESOLUTION of the City of San Leandro City Council to Accept and Authorize <br />the City Manager to Execute All Documents Related to the California Library <br />Literacy Services Award of $104,178 for FY 2021-2022 and to Appropriate <br />These Funds for Project Literacy <br />WHEREAS, California Library Literacy Services (CLLS), governed by the California Library <br />Literacy and English Acquisition Service Program (see Attachment titled California Education <br />Code Title 1, Division 1, Part 11, Chapter 4.6, Section 18880-18883), established by the <br />California State Library in 1984 under the name, “The California Literacy Campaign” to help <br />reduce the high level of illiteracy in California and connect more Californians with public libraries; <br />and <br />WHEREAS, in 1985, the California Legislature established support for the program through the <br />California Library Services Act and in 1988, the legislature funded the Families for Literacy <br />Initiative to help libraries reach and serve the children of adult literacy learners; and <br />WHEREAS, Project Literacy at the San Leandro Public Library was originally established in 1989 <br />with a five-year CA State Library Literacy fund and has continued since to receive grant funding to <br />maintain a basic adult and family literacy program and provide new expanded services in order to <br />meet the current needs of the community; and <br />WHEREAS, CLLS funding can be used to support a broad range of literacy services, literacy <br />programs, and day-to-day operations to maintain service to the public, including material <br />acquisitions (consumable workbooks for adult learners, reading materials specifically designed <br />for adult English language learners, training materials, e-books, and e-subscriptions), training <br />workshops, staffing; and <br />WHEREAS, on July 15th, 2021, the Library submitted its annual application for grant funding <br />through the California State Library’s Public Library Statistics Portal, called Counting Opinions, <br />Page 1 City of San Leandro Printed on 10/14/2021
