April 6, 2021Finance Committee Minutes <br />Jason Silva, ShotSpotter <br />Ron Teachman, ShotSpotter <br />Announcements1.B. <br />None were provided. <br />DISCUSSION ITEMS2. <br />2.A.21-193 Staff Report for Discussion on the Establishment of a Section 115 <br />Pension Trust <br />Mary Beth Redding of Bartel Associates presented information on the City's CalPERS <br />pension plans. <br />Topics were covered as follows: <br />- Background <br />- Demographics <br />- CalPERS Changes <br />- Current Funded Status <br />- Contribution Rates & Projections <br />- Target Funded Status Scenarios <br />Committee members requested the following: <br />- Information on other city's contributions for comparison <br />- Information on pre-ACFD San Leandro firefighters from the former San fire system <br />that are receiving benefits, i.e., the number of individuals and actuarial information <br />specific to this group. <br />- To add an additional scenario at 85% funded <br />2.B.21-194 Staff Report for a City of San Leandro City Council Resolution Approving <br />the City of San Leandro’s Investment Policy Statement for 2021-2022 <br />Director Hsieh introduced guest speaker Bill Dennehy of Chandler Asset Management. <br />Mr. Dennehy provided an overview about the changes to the investment policy and <br />presented highlights of the quarterly report and portfolio. <br />Committee received answers to questions following the presentation. <br />Committee supported/accepted the recommended changes. <br />2.C.21-211 Staff Report for the City of San Leandro City Council Finance Committee <br />Regarding Adoption of Shot Spotter Technology for Approximately <br />$50,000 Per Year <br />Acting Chief Torres introduced Jason Silva & Ron Teachman of ShotSpotter. Mr. Silva <br />& Mr. Teachman presented information on ShotSpotter, a gunshot detection <br />technology that uses acoustic sensors to detect, locate, and alert law enforcement <br />agencies about illegal gunfire incidents in real-time. <br />Page 2City of San Leandro
