(Answer
only if you selected 'Yes' to Q 5.)
Currently City of San Leandro (City) staff provides information about the Vessel Turn-In-Program (VTIP) over the
phone. Staff refer callers to the Division of Boating and Waterways' (DBW) website for a list of participating
agencies. The City's website includes links to the VTIP "Is Your Boat an Anchor?" brochure and to the participating
agencies webpage on DBW's website.
The City is in the process of redeveloping the shoreline. The vision is to create a regional destination that provides
enhanced recreational and community ammenities. The development project will decommission the harbor, but will
continue to include a boat launch. As the City prepares for the development, we are verbally telling berthers about
the VTIP Program. As we near the permanent closure of the harbor, we will remind berthers of the program via
written correspondence and email blasts. City offices are not currently open to the public because of COVID-19, but
as offices reopen, we plan to place DBW brochures at the Public Works and Finance office lobbies (where berthers
most often visit). We also will include blurbs in our newsletter that goes out to the community on a quarterly basis.
We foresee the decommissioning starting next spring, and anticipate there will be several vessels left abandoned.
Other vessels will be surrendered to the City when boaters come to terms with the lack of seaworthiness of their
vessel and not being able to sail/motor out to another marina. The City will use SAVE21 grant funding to remove
and dispose of these boats.
8.How often does your agency coordinate with local boating groups or marinas to inform them of the vessel
turn-in program? Describe activities and identify groups/marina’s contacted in the last calendar year.
(Answer only if you selected ‘Yes’ to Q 5.)
It was difficult to inform local organizations about the VTIP Program in the last year with COVID-19. Organizations
were were closed or not operating as normal. We were, however, able to coordinate with the Bay Area Youth
Boating Institute and accept a 1937 51-foot Hacker Craft that was destroyed and disposed of using SAVE18 grant
funding. The San Leandro Marina has one remaining yacht club, we will provide Spinnaker with VTIP brochures
upon reopening.
Objective 1: Prevention
9.Do you accept VTIP surrendered vessels from boaters outside
your jurisdiction?
Yes No
If so, how many surrendered vessels have you received in the last
calendar year?
4
If not, identify why?
10.Describe how your agency monitors abandoned vessel activity in your jurisdiction.
