The City monitors and informs boaters of the <br />regulations to prevent anyone from abandoning their vessel <br />within the City's jurisdiction. The VTIP Program really is the <br />most effective program. People that are behind on rent or no <br />longer have interest in their vessels are more likely to surrender <br />their vessel over abandoning it if they are aware of the resource. <br />Objective 2: Control <br />12.Describe methodologies, if any, you have <br />implemented to control and prevent <br />abandoned vessels from entering your <br />jurisdiction from other areas. <br />There are few to no vessels entering the Marina. Siltation is a <br />big problem in the federal channel that leads up to the entrance <br />of the harbor, and the harbor itself. Both are extremely shallow <br />and difficult to navigate. Our local police department also <br />monitors the area. <br />13.Does your agency collaborate with neighboring SAVE grantees manage abandoned <br />and surrendered vessels? <br />Yes No <br /> If yes, list agencies and describe collaboration. <br />In the past, the City has collaborated with the Sacramento County Sheriff's Department and the San <br />Mateo County Harbor District to manage abandoned boats. Reviewing files, it appears as though <br />the City funded removal and disposal of vessels abandoned in these agencies' jurisdiction with a <br />SAVE grant awarded to the San Leandro Marina. <br />14.Does your agency have any special circumstances and/or conditions that contribute to abandoned vessels <br />in your jurisdiction? Explain circumstances/conditions. <br />The City has not been able to secure funding to dredge the harbor, or the two-mile federal channel, in 15+ years. <br />As a result, the Marina is silting up at a fast rate. The City is turning to a different recreation plan for the San <br />Leandro Marina and will be decommissioning the marina in the next year. The San Leandro Marina's occupancy <br />rate is currenty at 85%. With the exception of a very small number of boats, we anticipate boats remaining will be <br />abandoned or surrendered for the VTIP Program. The City does not have the funds in the budget to pay for the <br />destruction and disposal of the vessels. <br />Objective 5: SNHAP <br />15.Does your agency have a Submerged Navigational Hazard Abatement Plan <br />(SNHAP)? <br />Yes No <br />If Yes, attach copy.29351_0_162_Sinking Vessel - Rules and Regs.pdf <br />16.Identify the detailed process in your SNHAP <br />for the control and abatement of submerged, <br />wrecked or abandoned vessels. Identify the <br />detailed process in your SNHAP for the <br />abatement of navigational hazards. <br />US Coast Guard, Office of Emergency Services, and Fish and <br />Game are notified if a vessel is in danger of sinking or is <br />releasing fuel/oil. If the vessel damages private or City property, <br />the San Leandro Police Department and Coast Guard are <br />called, as needed.
