April 23, 2020Disaster Council Minutes <br />messaging about safety measures. <br />Councilmember Lopez provided the results of a survey by the California League of <br />Cities looking at what jurisdictions are doing with staff and services. <br />Alameda County <br />• Office of Emergency Services <br />• Alameda County Fire Department <br />• Alameda Public Health Department <br />2.B. <br />Alameda County Office of Emergency Services reported out the number of cases <br />within the county and at Santa Rita Jail. The Public Health (PH) order that requires the <br />public to wear face masks has been enforceable since April 22, and PH is developing <br />PSAs to be shared on social media. The food bank at Zhone in Oakland was visited <br />by a news agency. Testing kits are limited and more have been requested from the <br />state. Operation Comfort and Safer Ground are full and more hotels are being <br />procured. The County has been working with PG&E to prepare for the upcoming fire <br />season. The PH dashboard can be found at <br />http://www.acgov.org/maps/food-services.htm. <br />Alameda County Fire Department has been working to train staff to provide testing, <br />since call volume is down. The Department has been going out to SNFs to provide <br />infection control training and to ensure that they have the PPE they need. <br />San Leandro City <br />• San Leandro City Manager <br />• San Leandro Police <br />2.C. <br />Jeff Kay, City Manager, provided an overview of what the City is planning to do when <br />re-opening is allowed and how staff is continuing to provide services, while staying <br />safe, including the use of online services by the library, and permit center. The <br />Community Development Block Grant (CDBG) Program may allow for some assistance <br />to food programs, supporting jobs, assistance for renters, and support for homeless <br />and mental health. Coordination with Eden Health Care District and the county on the <br />issue of opening up a testing site continues. <br />Chief Tudor, San Leandro Police, provided an overview of how the staff continue to <br />monitor call volume, safety protocols, including for staff and educating the public. <br />Department staff participate in calls with partners, including monitoring the case <br />numbers within the city, as well as Skilled Nursing facilities (SNF). <br />Tony Battalla, reported that they are working with Tech Exchange, a nonprofit based in <br />Oakland that refurbishes computers and has them available at an affordable costs, to <br />procure up to 100 laptops, for members of the public to receive. <br />Healthcare Services <br />• Hospitals <br />• Davis Street Family Resource Center <br />• Red Cross <br />• SL Elder Care Alliance <br />2.D. <br />Kaiser Hospital reported out the lab they are building in Berkeley will focus on COVID <br />testing results for all Northern California facilities.
