April 2, 2020Disaster Council Minutes <br />Councilmember Lopez is doing a lot of advocacy work for the stimulus package and is <br />launching a project to have masks. <br />Alameda County <br />• Office of Emergency Services <br />• Alameda County Fire Department <br />• Alameda Public Health Department <br />2.B. <br />Alameda County Office of Emergency Services reported that Public Health is providing <br />countywide numbers based on where a person lives and are pulled from the John <br />Hopkins website, while watching for trends. Testing sites are supposed to be reporting <br />numbers to the County. Resources are being ordered and requests are being filled, <br />though some supplies are difficult to obtain, and vendors are being vetted to reduce <br />scams. Care and Shelter branch is focused on emergency hotels, food and childcare. <br />Two hotels to support the unhoused have opened - Operation Comfort is for those who <br />test positive for COVID-19 and Operations Safer Ground is for vulnerable/at risk. Dr. <br />Pan has several PSAs on the acgov.org website. <br /> Alameda County Fire Department (ACFD) provided an update on protocols in place if <br />there is a staff exposure and have plenty of PPE supplies . Calls numbers are <br />reduced, while staffing numbers are good, most administrative staff members are <br />working remotely. <br />San Leandro City <br />• San Leandro City Manager <br />• San Leandro Police <br />2.C. <br />Jeff Kay, City Manager, provided an update on how the City is working to enact the new <br />Health Order, including looking at closing parks and will be adjusting as needed, how <br />permitting services are being maintained, and maintaining communication with the <br />public using www.Sanleandro.org/c19/ . <br />San Leandro Police Department reported on staffing modifications in order to maintain <br />safety, how the department is educating the public when responding to noncompliance <br />calls and using social media. <br />Hoi-Fei Mok, Sustainability Manager, is using social media to promote social <br />resilience. <br />Debbie Pollart, Public Works Director, provide an update on changes that ACI and <br />Waste Management are experiencing and the use of social media to provide <br />information on recycling. <br />Healthcare Services <br />• Hospitals <br />• Davis Street Family Resource Center <br />• Red Cross <br />2.D. <br />San Leandro Hospital has been monitoring their COVID response activity and have <br />addressed many staff needs and doing surge planning. Hospital HR shared with staff <br />information about available childcare services. <br />Kaiser Hospital is prepared for a surge, and are seeing lower numbers in the <br />Page 3City of San Leandro <br />29
