April 9, 2020Disaster Council Minutes <br />Councilmember Lopez impressed with senior services and Director Dong’s efforts and <br />has been in contact with Tech Exchange in order to getting funding and devices for <br />schools and gapping the digital divide. <br />Jeff Kay, City Manager, provided an overview of how the City continues to adjust and <br />be flexible with city services, while trying to provide as much to people while <br />conforming health orders, shifting to virtual and digital services. Parks are open, <br />amenities are being removed or blocked off, as needed. Marina and Chabot Parks <br />parking lots will be closed for Easter and Public Works will be adding more signs. <br />The City continues to maintain communication with the public on social media and <br />information is available on the city website www.Sanleandro.org/c19/ . <br />Chief Tudor, San Leandro Police, if monitoring for any hate crimes related to the <br />COVID-19 incident, though none have been reported. This includes educating staff <br />and referring people to the DA hotline on their website. The department is monitoring <br />the crime statistics and call volume, which is down by ~18%. We are ordering <br />supplies as needed, either from the County or own our own. Staff continue to respond <br />aggressively to COVID violations, and provide warnings when there is no voluntary <br />compliance. One of our biggest concerns is the Dispatch Center, because of small <br />staff and space and we have moved to a team dispatching model and stood up an <br />emergency dispatch center that will be cleaned and ready to go, if it is needed. <br />The early numbers do point to the fact that the health order is working. Public Health <br />has been working hard on the dashboard to show numbers by cities and demographic <br />information. <br />The California Judicial Counsel meet and passed several emergency orders, including <br />stays on eviction and foreclosure judgments, extension of civil actions, protection <br />orders, implementation of emergency bail schedules. There is very minimal court <br />proceedings going on and they do not want facilities overrun. <br />Catrina has been working with PG&E to begin preparing for the Public Safety Power <br />Shutoffs (PSPS) and looking at some of our facilities to be used as Community <br />Resource Centers (CRC). <br />Hoi-Fei Mok, Sustainability Manager, provided information about the Asian Pacific <br />Policy and Planning Council is also tracking the number of hate crimes on their <br />national website - http://www.asianpacificpolicyandplanningcouncil.org/stop-aapi-hate/ <br />Alameda County <br />• Office of Emergency Services <br />• Alameda County Fire Department <br />• Alameda Public Health Department <br />2.B. <br />Alameda County Office of Emergency Services is holding several conference calls <br />daily with partners and gathering information on each jurisdictions capabilities. Public <br />Health has staff members in EOC and at the Department Operational Center (DOC) in <br />Oakland and they are doing surge planning, including requesting more medical <br />personal, who will be vetted by the Sheriff's Office. The dashboard is updated daily <br />and can be found at http://www.acphd.org/2019-ncov.aspx. They continue to do <br />modeling and monitoring outbreaks at long term care facilities (LTC).
