Regulated projects must provide adequate stormwater runoff <br />treatment to satisfy the requirements in the above referenced MRP. <br />11. Provide additional spot grades at key locations on site to show that the proposed <br />ground surface slopes away from the proposed buildings and to show that there <br />is an emergency overflow path in the event the proposed on -site storm drain <br />system is overwhelmed. <br />12. The project is subject to a Construction General Permit according to the National <br />Pollutant Discharge Elimination System (NPDES) General Permit No. <br />CAS000002. The general permit is applicable to construction sites that disturb <br />one or more acres of land surface. The Applicant/Property Owner will be <br />required to register the project with the State Water Board's Storm water Multi - <br />Application and Report Tracking System (SMARTS) website. A Qualified <br />SWPPP Developer (QSD) and a Qualified SWPPP Practitioner (QSP) must be <br />responsible for permit compliance. The SMARTS system will generate a Waste <br />Dischargers Identification (WDID) number which must be printed on the grading <br />and/or erosion control plans. <br />13. The Applicant/Property Owner shall submit a detailed Operations and <br />Maintenance agreement for any stormwater treatment measures installed on - <br />site in accordance with Municipal Regional Permit Section C.3.h. The O&M <br />agreement shall be required prior to Grading Permit issuance. <br />14. The property frontage on East 14th Street includes sidewalks that serve <br />pedestrians within the neighborhood. Any dangerous or defective sidewalks lying <br />in front of or alongside the Applicant/Property Owner's properties shall be <br />repaired by the Applicant/Property Owner and/or property owner according to <br />City standards. This work is required pursuant to San Leandro Municipal Code <br />§5-1-415. <br />15.Along the western property line there is a four-way, stop controlled intersection <br />and the proposed project will eliminate the eastern leg of this intersection. The <br />drawings submitted for permit approval shall show how the four-way intersection <br />will be made a T-intersection with adequate protection of life and property and <br />shall be acceptable to the City Engineer. <br />16.All work within the Public Right -of -Way shall require an Encroachment Permit <br />from the Engineering and Transportation Department prior to beginning such <br />work. The Applicant/Property Owner shall reduce storm water pollution by <br />implementing the following pollution source control measures: <br />18. Structures shall be designed to discourage the occurrence and entry of pests <br />into buildings, thus minimizing the need for pesticides. The trash area shall be <br />separated from the rest of the building by concrete or masonry walls so that pests <br />that gain access to the area are less likely to access the rest of the building. <br />A.
