August 19, 2021Disaster Council Minutes <br />Alameda County <br />• Office of Emergency Services <br />• Alameda County Fire Department <br />• Alameda Public Health Department <br />2.B. <br />Kristi Duenas from Alameda County OES introduced herself as a new hire. The County <br />reported just over 98,000 cases, 221 hospitalized, and just over 1200 deaths, testing <br />between 7,000 - 7,500 per day and the seven-day positivity rate is at 6.1%. 72% of the <br />county are fully vaccinated and 85% have received their 1st dose. In new cases, there <br />has been a 500% increase in unvaccinated over the vaccinated, contracting the virus. <br />Air quality was down and over the World Health Organization’s (WHO) recommended <br />rate. Department of Water Resources (DWR) has announced a small community <br />drought relief grant program open until December 29, 2023 for agencies with under <br />3000 connections and do not file an urban water management plan. <br />Alameda County Fire Department (ACFD) stated that they are aware of the firefighter <br />union’s letter and the Fire Chief is meeting with the unions to work towards a <br />resolution. Staff are wearing their Class C uniforms due to the ease of cleaning them, <br />in wake of a recent uptick in COVID cases and have implemented safety procedures <br />to keep staff safe. The Department sent personnel to the Dixie and Caldor fires, while <br />able to fulfill local staffing needs. <br />City of San Leandro <br />• San Leandro City Manager <br />• San Leandro Police <br />• Other City Departments <br />2.C. <br />City Manager Robustelli reported the City is watching the transmission rates and what <br />the State is doing. The City is requiring all employees to wear masks and has been in <br />discussions with all labor unions to set up a testing mandate in the absence of a proof <br />of vaccination. A testing site for employees is being set up for weekly testing of those <br />who do not provide proof of vaccination. The Alameda County City Manager’s group is <br />discussing vaccine requirements. Cities have various implementation levels, while <br />others are waiting for final FDA approval. Any action will require a meet and confer with <br />the unions. The City Hall reopening has been paused for about three weeks and now <br />on a wait and see attitude, which includes postponing in person City Council meetings. <br />Visitors need to make appointments and wear a mask. <br />The State extended the $1.5 billion small business grant program. Businesses who <br />submitted before but did not receive funding, do not have to reapply to be considered. <br />New businesses can apply through September 30th and information can be found on <br />the SLNext website. Small business can get up to $25,000 if impacted by COVID and <br />the program is looking to help those small business and non-profits that have been <br />underserved. To date, over 181,000 small businesses have been awarded over $2 <br />billion in grants around the state and the final total will be approximately $4 billion. <br />San Leandro Police reported that vaccines are available to all over the age of 12. <br />Currently there have been 6,453 cases (increase of 700 in one month), 66,499 (86.6%) <br />residents over 12 have received their 1st dose and 56,213 (73.2%) are fully vaccinated <br />within the city.
