August 19, 2021Disaster Council Minutes <br />FEMA held the EAS test on Aug 11, which required an opt-in option on cell phones. <br />National Night Out was on August 3 and went well with 25+ blocks participating. There <br />is a “spare the air” event currently. PSPS events have started, and Alameda County <br />missed one this past week. The Emergency Operations Plan (EOP) has started the <br />writing phase. <br />Thoughts go out to those who are fighting the fires and those impacted by them. <br />Healthcare Services <br />• Hospitals <br />• Davis Street Family Resource Center <br />• Red Cross <br />• SL Elder Care Alliance <br />2.D. <br />Kaiser Hospital reported that they have seen a higher number of COVID cases and an <br />increase in people getting vaccinated because of the Delta variant. Anyone can come <br />into the Kaiser vaccination clinic, both members and non-members to receive the <br />vaccine. Kaiser is still working with the Alameda Public Health Department Equity <br />Office and will be providing a pop-up clinic in Hayward at the Glad Tidings Church. <br />There will be a doctor on site to answer questions. <br />San Leandro Hospital and the Alameda Health System reported that they are <br />complying with the state and local health officer healthcare workers vaccines and <br />protection orders and are looking for ways to increase employees’ vaccines. The <br />System is seeing an uptick in patients and are monitoring other states. The System is <br />looking at visitation policies, to ensure that patients are connected to loves ones while <br />staying safe, as well as monitoring the PSPS and fires and looking for ways to keep <br />staff working outside in tents safe. <br />Davis Street Family Resource Center reported that the clinic is seeing an increase in <br />Delta variant cases and is getting ready for booster shots starting in September. They <br />have provided vaccinations to over 10,000 residents. Testing is increasing. The health <br />fair was cancelled, though they did do a drive through backpack giveaway, which <br />include school supplies, tennis shoes, a dental pack and medical information. Food <br />distribution was down over the summer but is picking up because school has started. <br />Jefferson is open, Roosevelt will open soon, and Garfield will be opening after a water <br />leak is fixed. <br />Red Cross provided a written statement which provided information on the move of their <br />Northern California Coastal Region (NCCR) One Red Cross (ORC) facility from <br />Claremont to 1001 Davis St in San Leandro, which will provide ample space for Red <br />Cross operations, parking, and access to BART. The office on Broadway in Oakland <br />were vacated earlier in the year and moved to Claremont. Red Cross will be securing a <br />new biomed fixed collections site in the Rockridge area, outfitting, and relocating most <br />functions to the Davis St. site for humanitarian services and biomed operations, and <br />finally selling 6230 Claremont Ave in the next few months. <br />School Districts <br />• San Leandro <br />• San Lorenzo <br />2.E. <br />San Leandro Unified reported that on Aug 18, they fully opened schools after a <br />successful kickoff. The Board adopted a mask mandate for both indoors and outdoors <br />to protect the children, teachers, and staff at schools. The governor mandated <br />Page 4City of San Leandro <br />187
