VII. DEFINITIONS <br />Capitalized words and terms used in this process guide are defined below. <br />ADVANCE — payment made to the GRANTEE for work that will occur in the future or <br />work that has already occurred during the GRANT PERFORMANCE PERIOD and has <br />not been paid for by the GRANTEE. <br />APPLICANT — an entity which does not yet have a fully -executed CONTRACT with DPR and <br />is identified as a GRANT recipient through a legislatively specified budget line item. <br />APPLICATION PACKET — the Application form and its required attachments described in <br />the Application Checklist and Directions. <br />APPROPRIATION DATE — July 1 of the State of California fiscal year when the <br />funding of State budget line items is approved by the legislature. The <br />APPROPRIATION DATE Is the start of the GRANT PERFORMANCE PERIOD. <br />AUTHORIZED REPRESENTATIVE — the APPLICANT'S/ GRANTEE'S designated position <br />authorized in the Resolution to sign all required GRANT documents. <br />CEQA— the California Environmental Quality Act as stated in the Public Resources Code <br />§21000 et seq.; Title 14 California Code of Regulations §15000 et seq. CEQA is a law <br />establishing policies and procedures that require entities to identify, disclose to decision <br />makers and the public, and attempt to lessen significant impacts to environmental and <br />historical resources that may occur as a result of the entities' proposed PROJECT. For <br />more information refer to https://opr.ca.gov/cega/ <br />CONSTRUCTION COSTS — costs incurred starting with the date when ground -breaking <br />construction activities such as site preparation, grading, or gutting begins, and <br />continuing to the end of the GRANT PERFORMANCE PERIOD. <br />CONTRACT — an agreement between the DPR and the GRANTEE specifying the <br />performance of the GRANT SCOPE within the GRANT PERFORMANCE PERIOD, payment of <br />funds by DPR, and requirements for maintenance and use of the PROJECT. <br />CONTRACT ENCUMBRANCE PERIOD — the time starting with the APPROPRIATION DATE, when <br />a CONTRACT must be fully executed between the GRANTEE and DPR to encumber the <br />GRANT funds. <br />CONTRACT PERFORMANCE PERIOD —the period during which the grantee has obligations <br />under the contract. <br />DEVELOPMENT — construction, installation, replacement, expansion, or renovation. <br />DPR — the California Department of Parks and Recreation. <br />41 <br />
