The library will keep these certifications on file with <br />other application materials, and if awarded funds, with other project records. <br /> <br />Not Subject to CIPA Requirements. <br />CIPA requirements do not apply because no LSTA funds made available under this <br />grant program will be used to purchase computers that can access the Internet or to <br />pay for direct costs associated with accessing the Internet. <br /> <br />For more information on CIPA, please visit the Children’s Internet Protection Act (CIPA) <br />webpage on the Federal Communications Commission’s (FCC) website. <br /> <br />B. Contracting Guidance <br />OMB’s Code of Federal Regulations outlines important regulations surrounding <br />contracts that, as a recipient of LSTA funds, the State Library and its subrecipients must <br />follow. <br /> <br />C. Language Access Services <br />To remain compliant with Title VI of the Civil Rights Act of 1964, all LSTA funding <br />recipients must take reasonable steps to make LSTA-funded awards accessible to <br />people with limited English proficiency. <br /> <br />These procedures apply to all of California State Library’s federally funded programs <br />and activities and extends to all programs and activities conducted by the State <br />Library’s federally funded sub-recipients.
