Proposal for a Police Department Staffing Needs Assessment San Leandro, CA <br /> <br />Matrix Consulting Group Page 8 <br />DEVON CLUNIS <br />SENIOR MANAGER, MATRIX CONSULTING GROUP <br /> <br />Devon Clunis is a highly regarded policing professional with 35 <br />years of combined policing and consulting experience. Mr. Clunis is <br />recognized internationally as a thought leader in advancing policing <br />excellence through a collaborative, community-centered approach. <br />Mr. Clunis served 29 years with the Winnipeg Police Service in <br />Manitoba, Canada, retiring as Chief of Police in 2016. Most recently, <br />he undertook the role of Inspector General of Policing in Ontario, <br />overseeing the establishment of The Inspectorate of Policing in <br />Canada's largest province, overseeing 45 police agencies and their <br />corresponding Civilian Police Boards. <br />Experience Highlights <br />Province of Ontario: Led the establishment of the Inspectorate of <br />Policing. Oversaw all aspects of Vision, Mission, and Guiding <br />Principles formation. Established policies, procedures, and SOP <br />guidelines. Led hiring of staff and creation of a people-centered, <br />community-focused, continuous pursuit of excellence operational <br />framework. Led engagements with all police agencies and civilian <br />boards in the province resulting in a unified approach to policing. <br /> <br />City of Winnipeg: Chief of Police leading overarching institutional <br />change.
