City of San Leandro <br />Meeting Date: April 18, 2022 <br />Staff Report <br />Agenda Section:File Number:22-150 CONSENT CALENDAR <br />Agenda Number:9.b. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Sheila Marquises <br />Engineering & Transportation Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Resolution to Award a Construction Contract to Columbia Electric Inc. in the <br />Amount of $352,296, for East 14th Street (State Route 185) at Joaquin Avenue <br />Traffic Signal Improvements, Project No. 2018.5690; to Authorize the City <br />Manager to Negotiate and Approve Individual Change Orders Up to 5% of the <br />Original Contract Amount; to Authorize the City Manager to Negotiate and <br />Approve Cumulative Change Orders up to 25% of the Original Contract Amount; <br />and to Appropriate $232,870 from the Measure BB Fund to Complete the <br />Project <br />SUMMARY AND RECOMMENDATIONS <br />This contract provides for the furnishing and installation of a scramble signal system and <br />enhanced pedestrian crossing equipment for the crosswalks on East 14th Street (State Route <br />185) at Joaquin Avenue intersection. <br />Staff recommends the following actions: <br />·Award a construction contract to Columbia Electric, Inc. in the amount of $352,296; <br />·Authorize the City Manager to negotiate and approve individual change orders up to 5% <br />(or $17,615) of the original contract amount; <br />·Authorize the City Manager to negotiate and approve change orders up to a cumulative <br />value not to exceed 25% (or $88,074) of the original contract amount; and <br />·Appropriate $232,870 from Account number 141-38-392 (Measure BB). <br />BACKGROUND <br />The Fixing America’s Surface Transportation Act (FAST), which was signed into law on <br />December 4, 2015, established the Highway Safety Improvement Program (HSIP) as a core <br />Federal-aid program. The overall purpose of this program is to reduce traffic fatalities and <br />serious injuries on all public roads through the implementation of infrastructure-related highway <br />Page 1 City of San Leandro Printed on 4/13/2022
