File Number: 22-279 <br />As defined by the job classification, the DCM performs highly responsible and complex <br />professional administrative and analytical work to support the Office of the City Manager; <br />provides leadership in policy formation and implementation of policies and procedures; promotes <br />effective and efficient operations throughout the organization by facilitating interdepartmental <br />cooperation and sharing of resources; provides responsible staff assistance to the Assistant City <br />Manager, City Manager and City Council. Listed below are specific initiative areas where the <br />DCM will provide support. <br /> <br />· Legislative platform · Community Police Oversight · Diversity, equity and inclusion · State Grants: <br />Caltrans Single Point of Contact · Federal Grants: Disadvantaged Business Enterprise, Local inclusion <br />policy · Administration of Facilities & Transportation Committee · Eden Road · Long Beach <br />Restoration RFP · Memorial Park · Airport Noise Insulation Project · Neptune Assessment District · <br />Project management of citywide and impact fee studies/updates · Heron Bay Maintenance <br />Assessment District · Research related to projects like: · Decoy Cars · Animal Control <br /> <br />The benefit of a DCM is to provide the City with a high-level employee that can be deployed <br />throughout the City to fill staffing resource gaps for Council priorities and projects. Many of these <br />projects take months if not years to see through from inception to completion. Without this <br />additional support, projects such as those listed may continue to be delayed. <br />Reinstatement Rule VIII - Section 7 of the City’s Personnel Rules states “Upon the <br />recommendation of the Human Resources Manager and City Manager, a permanent or <br />probationary status employee who has resigned with a good record and no pending disciplinary <br />actions may be reinstated within one (1) year of the effective date of his/her resignation, to a <br />vacant position in the same or comparable class.” <br />Reinstating the City’s former DCM will provide much needed staff resources to focus on the <br />renewed City Council priorities in the areas of solving increased accountability and safety within <br />our community, investments in infrastructure, including significant improvements in City streets <br />and facilities, implementation of a recently adopted climate action plan, and comprehensive <br />community engagement and outreach. <br /> <br />Fiscal Impacts <br />The current fully funded cost for the reinstated DCM is $262,451. The cost of increasing the DCM <br />count by one for Fiscal Year 2021-2022 is $43,742, which will be covered by salary savings, <br />requiring no adjustment to the FY2021-2022 Adopted Budget. <br />Budget Authority <br />The Fiscal Year 2022-2023 appropriation request will be incorporated into the Fiscal Year <br />2022-2023 mid-cycle update. <br />Page 2 City of San Leandro Printed on 4/13/2022
