Additionally, <br />research indicates cameras serve as a crime deterrent. Flock Safety will install fixed Community <br />Safety Cameras where crime has historically been concentrated. Staff also recommends City <br />Council make a sole source finding under Cal. Public Contract Code section 3400(c)(1) and San <br />Leandro Municipal Code section 1-6-315 in order that a field test be made to determine <br />suitability for future use and to match other products in use. <br />BACKGROUND <br />Staff was directed to explore and develop a plan to implement fixed Community Safety Cameras <br />that have Automated License Plate Readers (ALPR) and to determine locations throughout the <br />City where set Community Safety Cameras could deter and solve crimes. <br />Community Safety Cameras enhance crime prevention and criminal investigations by <br />discouraging criminals, alerting law enforcement to stolen or wanted vehicles, and providing <br />investigators with data on vehicles located within specified areas of the City of San Leandro. <br />Flock will deploy their movable Community Safety Cameras at forty-one (41) intersections at <br />various locations where crime has historically been concentrated.
