File Number: 22-240 <br />The default retention period for data captured by Flock cameras is thirty (30) days, using Flock's <br />Criminal Justice Information Service (CJIS) compliant cloud storage. However, the San Leandro <br />Police Department (SLPD) will purge the data after fifteen (15) days, except as outlined in the <br />policy. The SLPD accesses data through Flock's proprietary software, and subscribers have <br />exclusive control with whom data is shared. <br /> <br />ANALYSIS <br />Flock Safety (Flock) Community Safety Cameras that have Automated License Plate Reader <br />(ALPR) capabilities were selected based on many attributes, including: 1) coverage of two travel <br />lanes with a single camera; 2) the use of a battery and solar power system that reduces costs; 3) <br />portability so that SLPD can adjust deployment based on future crime trends; and 4) easy to use <br />data storage and retrieval. Flockās Community Safety Cameras have a set price of $2,500 per <br />camera per year, with a two-year service contract. The cost of the agreement includes all cellular <br />data, cloud storage, software, licensing fees, and installation. The total cost for 41 Flock cameras <br />is estimated to be $250,000 over a two-year period and will fund two years of camera use. <br />FISCAL IMPACTS <br />This Asset Forfeiture Fund project will not exceed a cost of $250,000 over a two-year period, <br />which requires no adjustment to the FY2021-2022 or FY 2022-2023 Adopted Budget. (Account <br />number 146-21-017-7510). <br />Project costs include: <br />1) The purchase and installation of all equipment. <br />2) Two years of operating expenses including licensing and software maintenance fees. <br />BUDGET AUTHORITY <br />Staff anticipate completing the purchase and initiating services in this fiscal year. On-going <br />annual costs are estimated to not exceed $115,000. <br />·Fiscal Year 2021-2022 costs estimated not to exceed $135,000 <br />·Fiscal Year 2022-2023 costs estimated not to exceed $115,000 <br />PREPARED BY: Natalie A.
