Introduction <br />Environmental Consistency Checklist Pursuant to CEQA Guidelines Section 15183 1 <br />Introduction <br />1.Project Title <br />2824 Halcyon Drive Residential Project <br />2.Lead Agency Name and Address <br />City of San Leandro <br />835 East 14th Street <br />San Leandro, California 94577 <br />3.Contact Person <br />Anne Wong, AICP, Associate Planner <br />City of San Leandro <br />AWong@sanleandro.org <br />4.Project Location <br />The approximately 2.41-acre project site comprises one parcel identified as Assessor’s Parcel <br />Number (APN) 77C-1240-5, located at 2824 Halcyon Drive in the City of San Leandro, California. <br />The site has frontage on the north side of Halcyon Drive between Muscari Street and Elderberry <br />Way. The Bay Area Rapid Transit (BART) Bay Fair Station is approximately 0.74 mile southeast of the <br />project site. The site is also within 500 feet of the Halcyon Drive and Oleander Street bus stop, <br />which is operated by the Alameda-Contra Costa Transit District (AC Transit). This bus stop services <br />Line 28 to the San Leandro BART Station. Local access to the project site is available from Halcyon <br />Drive. Interstate 580 (I-580), Interstate 880 (I-880), and Interstate 238 (I-238) provide regional <br />vehicular access. Figure 1 shows the site’s location in the region and Figure 2 depicts the project <br />area in its neighborhood context. <br />5.Project Sponsor’s Name and Address <br />Chris Zaballos <br />D.R. Under the Low-Medium Density Residential land use, attached and detached single <br />family houses are permitted on small lots. Small lots are defined as lots smaller than 5,000 square <br />feet. Gross average densities generally range from 7 to 11 units per acre including streets and <br />easements, with a maximum allowable net density of 12.4 units per net acre.
