Environmental Checklist <br />Air Quality <br />Environmental Consistency Checklist Pursuant to CEQA Guidelines Section 15183 29 <br />FCS analyzed the project’s consistency based on three criteria focused on whether the project <br />supports the primary goals of the 2017 Plan, whether the project includes applicable control <br />measures from the 2017 Plan, and whether the project impedes implementation of any 2017 Plan <br />control measures (Appendix AQ). The report concluded that the project would be consistent with <br />the City’s General Plan land use designation of low-medium density residential and would not <br />increase VMT beyond the assumptions made under the 2017 Plan. The project was also shown to be <br />consistent with applicable 2017 Plan measures related to buildings, energy, natural and working <br />lands, stationary sources, and transportation control measures (Appendix AQ). Implementation of <br />Mitigation Measure AQ-2B-1 would be required, which would ensure project compliance with <br />BAAQMD construction emission control measures would further ensure the project would align with <br />the 2017 Plan. As such, the project was found to be consistent with the 2017 Plan based on the <br />three criteria identified in FCS’ analysis. <br />This impact would be less than significant with mitigation identified in the General Plan EIR. <br />b.Would the project result in a cumulatively considerable net increase of any criteria pollutant for <br />which the project region is non-attainment under an applicable federal or state ambient air <br />quality standard? <br />The San Francisco Bay Area is designated as in nonattainment for the federal and state ozone, <br />federal and state PM2.5, and state PM10 standards. The San Francisco Bay Area is also a maintenance <br />area for the federal carbon monoxide standards. The Bay Area is designated as in attainment or <br />unclassified for the other federal ambient air quality standards (BAAQMD 2017b). <br />A significant air quality impact may occur when a project individually or cumulatively interferes with <br />progress toward the Basin’s attainment of the federal 8-hour ozone standard and PM2.5 standard or <br />causes an exceedance of a state or federal ambient air quality standard for any criteria pollutant. <br />Primary criteria pollutants are emitted directly from a source (e.g., vehicle tailpipe, an exhaust stack <br />of a factory) into the atmosphere. Commonly found primary criteria pollutants include reactive <br />organic gases (ROG), nitric oxides (NOx), carbon monoxide (CO), PM10, and PM2.5. <br />Construction Emissions <br />Project construction would result in temporary construction emissions from the operation of <br />construction vehicles and equipment over unpaved areas, grading, trenching, and disturbance of <br />stockpiled soils have the potential to generate fugitive dust (PM10) through the exposure of soil to <br />wind erosion and dust entrainment. In addition, exhaust emissions associated with heavy-duty <br />construction equipment would potentially degrade regional air quality. Construction emissions were <br />estimated using the CalEEMod version 2020.4.0 and are shown in Table 6.
