City of San Leandro <br />2824 Halcyon Drive Residential Project <br /> <br />44 <br />(b) Ensuring that best available control technology is used for operations that could generate <br />air pollutants; <br />(c) Encouraging energy conservation and low-polluting energy sources; <br />(d) Promoting landscaping and tree planting to absorb carbon monoxide and other pollutants; <br />and <br />(e) Implementing the complementary strategies to reduce greenhouse gases identified in the <br />Climate Action Plan. <br />Policy OSC-8.1: Conservation and Energy Efficiency <br />Strongly advocate for increased energy conservation by San Leandro residents and businesses, <br />and ensure that the City itself is a conservation role model. <br />Action OSC-8.1.A: Climate Action Plan Implementation <br />Implement the energy efficiency measures outlined in the San Leandro Climate Action Plan, <br />and periodically update these measures to reflect new Code requirements, emerging <br />technology, completed actions, and new opportunities. Among the measures identified are <br />locally adopted energy efficiency standards, a third party or municipal financing program for <br />energy efficiency, a revolving loan for energy efficiency improvements, and various <br />education and outreach strategies. <br />Policy OSC-8.2: Planning and Building Practices <br />Encourage construction, landscaping, and site planning practices that minimize heating and <br />cooling costs and ensure that energy is efficiently used. Local building codes and other City <br />regulations and procedures should meet or exceed state and federal standards for energy <br />conservation and efficiency, and support the City’s greenhouse gas reduction goals. <br />San Leandro Municipal Code <br />SLMC Section 7.5.600 adopts the California Green Building Standards Code Title 24, Part 11 as the <br />City of San Leandro’s Green Building Code. <br />Project-Specific Impacts <br />a. Would the project result in a potentially significant environmental impact due to wasteful, <br />inefficient, or unnecessary consumption of energy resources, during project construction or <br />operation? <br />The project would require energy during construction and operation, as described in detail below. <br />Construction <br />Demolition of the two existing residences and two existing accessory structures would result in <br />short-term consumption of energy from the use of construction equipment and processes. The <br />California Green Building Standards Code includes specific requirements related to recycling, <br />construction materials, and energy efficiency standards that would apply to project construction to <br />minimize wasteful, inefficient, and unnecessary energy consumption. <br />Energy use during project construction would be primarily from fuel consumption to operate heavy <br />equipment, light-duty vehicles, machinery, and generators. Temporary grid power may also be <br />provided to construction trailers or electric construction equipment.
