Environmental Checklist <br />Geology and Soils <br />Environmental Consistency Checklist Pursuant to CEQA Guidelines Section 15183 53 <br />d.Would the project be located on expansive soil, as defined in Table 1-B of the Uniform Building <br />Code (1994), creating substantial risks to life or property? <br />The project site is underlain by soil with a low to moderate expansion potential (Appendix GEO). <br />Compliance with SLMC Section 7.5.175 would reduce impacts associated with the heave and shrink <br />characteristics associated with the low to moderately expansive soil on the project site. Compliance <br />with General Plan policies, applicable building codes, and recommendations listed in the <br />Geotechnical report (Appendix GEO) would ensure that project activities would not create <br />substantial direct or indirect risks to life or property as a result of construction on expansive soils. <br />Therefore, impacts related to expansive soil would be less than significant. <br />e.Would the project have soils incapable of adequately supporting the use of septic tanks or <br />alternative wastewater disposal systems where sewers are not available for the disposal of <br />wastewater? <br />As discussed under Section 19, Utilities and Service Systems, the project would be served by a <br />sanitary sewer system maintained by the Oro Loma Sanitary District (included as Appendix OLSD). <br />The project would have access to these systems, and septic systems would not be constructed on <br />the project site. The project would therefore have no impact in this regard. <br />f.Would the project directly or indirectly destroy a unique paleontological resource or site or <br />unique geologic feature? <br />The paleontological records search conducted of the UCMP database did not identify any vertebrate <br />fossil localities within the project site. Furthermore, the project site is situated on Holocene and <br />Pleistocene surficial deposits. No significant paleontological resources have been found in the San <br />Leandro Quadrangle (Appendix GEO). In addition, the General Plan EIR stated that a search of the <br />UCMP database concluded that there were no known or recorded fossil localities within San <br />Leandro (City of San Leandro 2016b). The potential for encountering fossil resources during project- <br />related ground disturbance would be low and impacts to paleontological resources would not be <br />anticipated. Although unlikely, if paleontological resources are encountered, implementation of <br />General Plan Policy CD-1.12 and Action CD-1.12.A recognizing the potential for paleontological <br />resources and requiring Standard Conditions of Approval for new development to require <br />consultation with a professional archaeologist if subsurface paleontological resource remains are <br />discovered would reduce impacts to a less than significant level. Therefore, the project would not <br />have an impact beyond those previously identified in the General Plan EIR. <br />Conclusion <br />The basic geologic setting of the project site has not changed since adoption of the General Plan EIR. <br />The project would not have site-specific impacts beyond those anticipated by the General Plan EIR, <br />would not result in new specific effects that were not addressed in the General Plan EIR, and would <br />not require new mitigation measures. Accordingly, no additional review is required.
