Expose people or structures, <br />either directly or indirectly, to a <br />significant risk of loss, injury, or <br />death involving wildland fires? □ □ □ ■ ■ <br />Analysis in Previous Environmental Document <br />The General Plan EIR discusses hazardous materials impacts on pages 4.7-16 through 4.7-31 and <br />finds that impacts related to hazardous materials use in the City would be less than significant, and <br />that there would be no impacts related to airport hazards. <br />The following describes the analysis included in the General Plan EIR and also provides a <br />streamlined review to determine whether there would be project-specific impacts that are either 1) <br />peculiar to the project or the parcel on which the project is located, 2) were not previously analyzed <br />in the General Plan EIR as significant effects, 3) are potentially significant off-site impacts and <br />cumulative impacts that were not previously discussed in the General Plan EIR, and 4) are now <br />determined to have a more severe impact than discussed in the General Plan EIR due to substantial <br />new information. <br />Regulatory Setting <br />City of San Leandro 2035 General Plan <br />Policy CSF-1.5: Review of Development Plans <br />Require Police and Fire Department review of proposed development plans to ensure that <br />sufficient provisions for emergency access and response are made, fire code requirements are <br />satisfied, and adequate levels of service can be provided. <br />Policy EH-5.1: Regulatory Compliance <br />Work with the appropriate county, regional, state, and federal agencies to develop and <br />implement programs for hazardous waste reduction, hazardous material facility siting, <br />hazardous waste handling and disposal, public education, and regulatory compliance. <br />Policy EH-5.2: Clean-Up of Contaminated Sites <br />Ensure that the necessary steps are taken to clean up residual hazardous wastes on any <br />contaminated sites proposed for redevelopment or reuse. Require soil evaluations as needed to <br />ensure that risks are assessed and appropriate remediation is provided.
