Conflict with or obstruct <br />implementation of a water <br />quality control plan or <br />sustainable groundwater <br />management plan? □ □ □ □ ■ <br />Analysis in Previous Environmental Document <br />The General Plan EIR discusses hydrology and water quality impacts on pages 4.8-28 through 4.8-47 <br />and concludes they would be less than significant. <br />The following describes the analysis included in the General Plan EIR and also provides a <br />streamlined review to determine whether there would be project-specific impacts that are either 1) <br />peculiar to the project or the parcel on which the project is located, 2) were not previously analyzed <br />in the General Plan EIR as significant effects, 3) are potentially significant off-site impacts and <br />cumulative impacts that were not previously discussed in the General Plan EIR, and 4) are now <br />determined to have a more severe impact than discussed in the General Plan EIR due to substantial <br />new information. <br />Regulatory Setting <br />City of San Leandro 2035 General Plan <br />Policy EH-4.1: Urban Runoff Control <br />Continue to implement water pollution control measures aimed at reducing pollution from <br />urban runoff. These measures should emphasize best management practices by residents, <br />businesses, contractors, and public agencies to ensure that surface water quality is maintained <br />at levels that meet state and federal standards. <br />Action EH-4.1.B: Municipal Regional Permit Implementation <br />As required by Section C3 of the Stormwater Municipal Regional Permit (also known as "C3" <br />requirements), ensure that the City's development review procedures continue to include <br />water quality protection measures. These include measures related to water supply, flood <br />control, habitat protection, groundwater recharge, Bay-friendly landscaping, and <br />sustainable development. In addition, the City will continue to require Stormwater Pollution <br />Prevention Plans for qualifying projects and will ensure that such projects include <br />appropriate measures to minimize the potential for water pollution.
