Environmental Checklist <br />Public Services <br />Environmental Consistency Checklist Pursuant to CEQA Guidelines Section 15183 91 <br />15 Public Services <br />Significant <br />Impact <br />Less Than <br />Significant or <br />Less than <br />Significant <br />with <br />Mitigation <br />Incorporated No Impact <br />Analyzed <br />in the <br />Prior EIR <br />Substantially <br />Mitigated by <br />Uniformly <br />Applicable <br />Development <br />Policies <br />a.Would the project result in substantial adverse physical impacts associated with the provision <br />of new or physically altered governmental facilities, or the need for new or physically altered <br />governmental facilities, the construction of which could cause significant environmental <br />impacts, in order to maintain acceptable service ratios, response times or other performance <br />objectives for any of the public services: <br />1 Fire protection? □ □ □ ■ ■ <br />2 Police protection? □ □ □ ■ ■ <br />3 Schools? □ □ □ ■ ■ <br />4 Parks? □ □ □ ■ ■ <br />5 Other public facilities? □ □ □ ■ ■ <br />Analysis in Previous Environmental Document <br />The General Plan EIR analyzes impacts to fire protection services on pages 4.12-5 through 4.12-9, <br />impacts to police protection services on pages 4.12-9 through 4.12-13, impacts to schools on pages <br />4.12-20 through 4.12-25, impacts to parks on pages 4.12-27 through 4.12-38, and impacts to library <br />services on pages 4.12-39 through 4.12-42 and found impacts to be less than significant. <br />The following describes the analysis included in the General Plan EIR and also provides a <br />streamlined review to determine whether there would be project-specific impacts that are either 1) <br />peculiar to the project or the parcel on which the project is located, 2) were not previously analyzed <br />in the General Plan EIR as significant effects, 3) are potentially significant off-site impacts and <br />cumulative impacts that were not previously discussed in the General Plan EIR, and 4) are now <br />determined to have a more severe impact than discussed in the General Plan EIR due to substantial <br />new information. <br />Regulatory Setting <br />City of San Leandro 2035 General Plan <br />Policy CSF-1.1: Levels of Service <br />Maintain high-quality police and fire protection services through the most efficient and effective <br />possible means. The following minimum level of service standards for police and fire response <br />time (exclusive of dispatch time) shall be maintained: (a) Police Services: 5 minute response <br />time for 90 percent of all Priority One calls; (b) Fire Services: 5 minute response time for first <br />due company for 90 percent of all emergency incidents, excluding freeway responses
