City of San Leandro <br />2824 Halcyon Drive Residential Project <br /> <br />94 <br />in an area already served by emergency service providers. The applicant provided a Fire Access <br />Exhibit which shows adequate fire access to the site via a new internal roadway which would <br />provide a connection to Halcyon Drive via Muscari Street and a connection to Oleander Street by <br />way of Elderberry Way (Appendix PLAN). <br />There are five ACFD fire stations in the City. The ACFD serves the project area from Station 12 <br />located approximately 0.52 mile north of the project site at 1065 143rd Avenue. The project is <br />required to comply with applicable fire code regulations, including the California Fire Code. The <br />ACFD confirmed that growth under the General Plan should not require the expansion of existing <br />facilities to maintain acceptable service ratios, response times, or other performance objectives. <br />Additionally, the ACFD would review the project design prior to approval as required by General <br />Plan Policy CSF-1.5, to ensure adequate fire protection measures are incorporated and adequate <br />emergency access to the project site is provided. Development under the General Plan would be <br />required to comply with abatement of fire-related hazards and pre-fire management prescriptions <br />as outlined in the California Health and Safety Code and California Fire Plan (City of San Leandro <br />2016b). This impact would be less than significant. <br />Police Services <br />The SLPD provides police services within the city limits and the city’s sphere of influence. The <br />Alameda County Sheriff’s Department provides mutual aid on an as-needed basis. The SLPD is <br />located at 901 East 14th Street approximately 2.13 miles north of the project site. The anticipated <br />population increase from the proposed project would represent approximately 0.34 percent of the <br />anticipated population growth identified in the General Plan EIR. The General Plan EIR identified <br />that the SLPD does not currently meet its preferred service ratio formula of 10.4 officers per 10,000 <br />residents and that it would need to hire additional officers and staff in order to meet the service <br />ratio to serve new growth associated with General Plan buildout. Future additional construction or <br />expansion of SLPD facilities beyond those mentioned in the General Plan EIR are not anticipated. As <br />the project is included in population growth estimates associated with the General Plan EIR, and the <br />project site is surrounded by development in an area already served by emergency service <br />providers, the project would not create the need for additional construction or expansion of SLPD <br />facilities. In addition, General Plan Policies such as Policies CSF-1.1 and CSF-1.5 focused on <br />maintaining high-quality police protection service and requiring the Police Department to review <br />proposed development to ensure adequate levels of service can be provided, would further reduce <br />impacts associated with the project. This impact would be less than significant. <br />Schools <br />The project site is served by the SLUSD. Student enrollment in the SLUSD was 9,067 students for the <br />2019-2020 school year (California Department of Education 2021). The project would generate a <br />total of 7 new students within the SLUSD.7 Because the increased student population would fall <br />within the amount envisioned under the General Plan EIR (1,958 new students at buildout), the <br />findings of the General Plan EIR in relation to school services would be applicable to the project. The <br />General Plan EIR found that the 1,958 projected new students would exceed the remaining 1,792 <br />remaining student capacity of SLUSD. Development such as the project would occur gradually over <br />the buildout horizon and would be subject to current development impact fees at the time of <br />development. According to California Government Code Section 65995(h), the payment of statutory <br />mitigation fees is “deemed to be full and complete mitigation of the impacts of any legal or <br /> <br />7 Calculation: 18 dwelling units x 0.35 (SLUSD student generation rate) (City of San Leandro 2016b) equals 7 new students (rounded).
