Environmental Checklist <br />Tribal Cultural Resources <br />Environmental Consistency Checklist Pursuant to CEQA Guidelines Section 15183 105 <br />18 Tribal Cultural Resources <br />Significant <br />Impact <br />Less than <br />Significant or Less <br />than Significant <br />with Mitigation <br />Incorporated <br />No <br />Impact <br />Analyzed <br />in the <br />Prior EIR <br />Substantially <br />Mitigated by <br />Uniformly <br />Applicable <br />Development <br />Policies <br />Would the project cause a substantial adverse change in the significance of a tribal cultural <br />resource, defined in a Public Resources Code Section 21074 as either a site, feature, place, or <br />cultural landscape that is geographically defined in terms of the size and scope of the landscape, <br />sacred place, or object with cultural value to a California Native American tribe, and that is: <br />a.Listed or eligible for listing <br />in the California Register <br />of Historical Resources, or <br />in a local register of <br />historical resources as <br />defined in Public <br />Resources Code Section <br />5020.1(k), or □■□□ ■ <br />b.A resource determined by <br />the lead agency, in its <br />discretion and supported <br />by substantial evidence, to <br />be significant pursuant to <br />criteria set forth in <br />subdivision (c) of Public <br />Resources Code Section <br />5024.1. In applying the <br />criteria set forth in <br />subdivision (c) of Public <br />Resources Code Section <br />5024.1, the lead agency <br />shall consider the <br />significance of the <br />resource to a California <br />Native American tribe.□■□□ ■ <br />Analysis in Previous Environmental Document <br />At the time of the General Plan EIR adoption, Tribal Cultural Resource discussion was captured <br />under the Cultural Resources section. However, this section was subsequently added as a <br />standalone section to the CEQA Guidelines checklist. <br />The General Plan EIR analyzes Tribal Cultural Resources within discussion about Cultural Resource <br />impacts on pages 4.4-17 through 4.4-18 regarding substantial adverse changes in the significance of <br />a tribal cultural resource as defined in Public Resources Code 21074. The General Plan EIR finds that <br />impacts to tribal cultural resources would be less than significant.
