Require water <br />conservation measures as a condition of approval for major developments. <br />Goal OSC-7: Promote recycling, water conservation, green building, and other programs which <br />reduce greenhouse gas emissions and create a more sustainable environment. <br />Policy OSC-7.1: Greening San Leandro <br />Promote drought-tolerant landscaping, tree planting, and tree preservation along San Leandro <br />streets as a means of improving aesthetics, making neighborhoods more pedestrian-friendly, <br />providing environmental benefits, and creating or maintaining a park-like setting. <br />Action OSC-7.1.A: Source Reduction and Recycling Programs <br />Continue to implement Source Reduction and Recycling programs, consistent with the <br />Stopwaste.org Strategic Plan. <br />Action OSC-7.1.B: Waste Reduction Programs <br />Encourage special bulky waste pick-up events, citywide garage sales, programs offering <br />rebates for inefficient appliances or polluting vehicles, disincentives to excessive packaging, <br />and other waste collection activities that reduce pollution and improper waste disposal. <br />Action OSC-7.1.D: Food Waste Recycling <br />Continue to operate green waste and food waste recycling programs. <br />Policy OSC-7.2: Water Conservation <br />Promote the efficient use of existing water supplies through a variety of water conservation <br />measures, including the use of recycled water for landscaping. <br />Policy OSC-7.3: Drought-Tolerant Landscaping <br />Encourage the use of native vegetation and Bay-friendly landscaping and enforce the State <br />Department of Water Resources Model Water Efficient Landscape Ordinance (WELO). <br />Policy OSC-7.4: Development Standards <br />Maintain local planning and building standards that require the efficient use of water through <br />such measures as low-flow plumbing fixtures and water-saving appliances. Require water <br />conservation measures as a condition of approval for major developments. <br />Policy OSC-8.1: Conservation and Energy Efficiency <br />Strongly advocate for increased energy conservation by San Leandro residents and businesses, <br />and ensure that the City itself is a conservation role model. <br />Policy OSC-8.2: Planning and Building Practices <br />Encourage construction, landscaping, and site planning practices that minimize heating and <br />cooling costs and ensure that energy is efficiently used.
