File Number: 22-244 <br />Environmental Review <br />Pursuant to the California Environmental Quality Act (CEQA), on July 20, 2015, the City Council <br />adopted Resolution No. 2015-125 certifying an EIR entitled, βSan Leandro Shoreline <br />Development Project EIR (SCH # 2013072011).β In conjunction with the certification of the <br />Certified EIR, a Mitigation Monitoring and Report Program (MMRP) was adopted for the Project. <br />An addendum to the 2015 Certified Final Environmental Impact Report for the updated San <br />Leandro Shoreline Development Project was approved by the City Council on February 24, 2020 <br />(SCH # 2013072011). <br />Staff reviewed the proposed Tentative Map and analyzed it pursuant to Section 15162 of the <br />CEQA Guidelines. Pursuant to CEQA and the CEQA Guidelines, the City of San Leandro <br />completed an Addendum (Exhibit B to the draft Resolution) to the San Leandro Shoreline <br />Development Project Final Environmental Impact Report (EIR). The Addendum concluded that the <br />proposed project would not result in any new significant impacts or substantially increase the <br />severity of any significant impacts identified in the Certified EIR. No new information of substantial <br />importance was identified, and no new mitigation measures would be necessary to reduce <br />significant impacts. No further environmental review is required for the proposed Tentative Map. <br />Board/Commission Review and Actions <br />The Planning Commission held a public hearing on this item on April 21, 2022 and <br />recommended approval to the City Council on a 5-0-1 vote (one absence and one vacancy). <br />Summary of Public Outreach Efforts <br />To date, the redevelopment of the Shoreline site has been the subject of over 75 public meetings. <br />Most recently, a work session on the Shoreline Development was held at the Planning <br />Commission on March 3, 2022 and at the City Council on March 14, 2022. <br />This item was publicly noticed, including a legal advertisement in the East Bay Times Daily <br />Review newspaper, the posting of notices, and mailing notification to property owners within 500 <br />feet of the subject property. <br />Fiscal Impacts <br />There are no direct fiscal impacts as a result of the proposed Vesting Tentative Tract Map. <br />ATTACHMENTS <br />Attachment A - Resolution Adopting an Addendum to the San Leandro Shoreline Development <br />Project EIR and Approving Vesting Tentative Tract Map 8633 (PLN22-0009) <br />Exhibit A - Vesting Tentative Tract Map 8633 <br />Exhibit B - CEQA Addendum <br />Exhibit C - Recommended Conditions of Approval <br />Page 4 City of San Leandro Printed on 5/11/2022
