IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2022=084 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO <br />APPROVE THE EAST BAY GREENWAY MULTIMODAL PHASE 1 PROJECT <br />CONCEPT PLANS <br />WHEREAS, a segment of the East Bay Greenway Multimodal Phase 1 Project (Project) <br />is located in the City of San Leandro along San Leandro Boulevard from Broadmoor Drive to E. <br />14th Street and from E. 14th Street from San Leandro Boulevard to Bay Fair Drive; and <br />WHEREAS, Alameda County Transportation Commission (Alameda CTC) is the <br />Project Sponsor and Implementing Agency for the Project for the preliminary <br />engineering/environmental and plans, specifications and estimate phases of the Project; and <br />WHEREAS, Alameda CTC is the Lead Agency for environmental clearance of the <br />Project in compliance with the California Environmental Quality Act and National <br />Environmental Policy Act; and <br />WHEREAS, on December 2, 2021, Alameda CTC approved development of the <br />Project's bicycle facilities that provide Class IV facilities to the extent feasible; and <br />WHEREAS, the Project is one of three major trails identified in the 2014 Transportation <br />Expenditure Plan; and <br />WHEREAS, the Project is identified in Alameda CTC's 2020 Countywide <br />Transportation Plan and identified as a 10-year priority project; and <br />WHEREAS, the Project is identified in the Metropolitan Transportation Commission's <br />(MTC) Regional Transportation Plan/Sustainable Communities Strategy, referred to as Plan Bay <br />Area 2050; and <br />WHEREAS, the City of San Leandro adopted a Vision Zero Traffic Safety Policy; and <br />WHEREAS, San Leandro Boulevard from Park Street to Davis Street and E. 14th Street <br />from San Leandro Boulevard to Bay Fair Drive is on Alameda CTC's Bicycle High Injury <br />Network; and <br />WHEREAS, San Leandro Boulevard from Park Street to Washington Avenue and E. <br />14th Street from San Leandro Boulevard to Bay Fair Drive is on Alameda CTC's Pedestrian <br />High Injury Network; and <br />WHEREAS, the Project is located in the following Priority Development Areas: <br />Downtown Transit Oriented Development (TOD), East 141h Street and Bay Fair TOD. <br />NOW, THEREFORE, the City of San Leandro City Council hereby RESOLVES as follows: <br />RESOLUTION NO. 2022-084 <br />
