35. All grading, improvement plans, and construction plans prepared for building permits shall clearly <br />indicate trees proposed to be removed, altered, or otherwise affected by development <br />construction, together with the "limit of grading" line. <br />36. Prior to grading permit issuance, the improvement plans shall include fencing/wall details for all <br />proposed fencing or walls within that development phase, subject to review and approval by the <br />Community Development Department. <br />37. Prior to grading permit issuance, the Applicant/Developer shall obtain a Floodplain Development <br />Permit from the City's Floodplain Administrator. The application shall include the proposed <br />elevation in relation to mean sea level of the lowest floor (including basement) of all structures <br />and the proposed elevation in relation to mean sea level to which any structure will be flood - <br />proofed in accordance with the City's Municipal Code requirements under Chapter 7-9, <br />Floodplain Management and Mitigation Measure HYDRO-7. <br />38. Finish floor and grade elevations within the private development elements shall be coordinated <br />with the elevations of adjacent public areas, including but not limited to those areas serving as <br />Emergency Vehicle Access (EVA) for the private development. The final grades of the public areas <br />within 100 feet of the Shoreline are also subject to review and approval by Bay Conservation and <br />Development Commission (BCDC). <br />39. The Applicant/Developer shall include BCDC's jurisdictional boundary on all plans submitted for <br />permits and shall apply for and obtain any and all necessary permits and authorizations from BCDC <br />if any are so required. <br />40. Prior to grading permit issuance, a signed contract with a qualified archaeologist shall be submitted <br />pursuant to Mitigation Measure CULT-2. <br />Prior to Building Permit Issuance <br />41. Additional design review by the Community Development Department Planning Division is required <br />forthe Single -Family Element (single-family homes and townhomes) prior to building permit issuance. <br />To initiate design review, submit updated conceptual plans with additional exhibit and details, <br />including: <br />a. Updated preliminary grading plan demonstrating compliance with Sea Level Rise <br />requirements; <br />b. Waste management exhibit demonstrating that there is adequate space for both staging of <br />the waste containers and for a collection vehicle to enter and exit each property in order to <br />service each container. If "push/pull I"service is available from the waste hauler, the project <br />shall have individual alleys serviced in this manner as opposed to carts placed on the private <br />road thereby displacing parking on collection day; <br />c. A mailbox and parcel delivery plan; <br />d. A fencing exhibit delineating private open space from common areas; <br />e. Consider enhanced pedestrian connectivity through the site, including sidewalk paths <br />connecting townhomes with Monarch Bay Drive; <br />f.
