IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO.2022-098 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO <br />APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE LETTERS OF <br />AGENCY AND A CONSULTING SERVICES AGREEMENT WITH COLUMBIA <br />TELECOMMUNICATIONS CORPORATION (CTC) AND THE CORPORATION FOR <br />EDUCATION NETWORK INITIATIVES IN CALIFORNIA (CENIC) FOR THE <br />PROVISION, INSTALLATION, AND MAINTENCE OF E-RATE AND STATE <br />BROADBAND GRANT SUBSIDIZED 1GBPS BROADBAND DATA CONNECTIONS <br />FOR EACH OF THE FOUR SAN LEANDRO PUBLIC LIBRARY FACILITIES <br />THROUGH JULY 1, 2027 FOR A TOTAL NOT TO EXCEED AMOUNT OF <br />$2,160 ANNUALLY <br />WHEREAS, the Mulford -Marina Branch Library is the only one of the four City of San <br />Leandro Library facilities that does not have high-speed, fiber broadband; and <br />WHEREAS, the City Council desires to provide high-speed, fiber broadband to Mulford - <br />Marina Branch Library; and <br />WHEREAS, Columbia Telecommunications Corporation (CTC) and the Corporation for <br />Education Network Initiatives in California (CENIC) work with the California State Library <br />through the California Library Connect Program to provide subsidized broadband to libraries <br />through the Federal E-Rate Grant and California State Broadband Grant; and <br />WHEREAS, CTC and CENIC can provide at 1 Gbps high-speed, fiber broadband <br />connection to each of the four San Leandro Public Library locations; and <br />WHEREAS, this solution would provide the desired broadband connection to Mulford - <br />Marina and build in backup redundancy and better security into the internet provided by the City to <br />the public; and <br />WHEREAS, the cost for this service will be $21,600 annually; and <br />WHEREAS, $19,440 will be reimbursed annually by Federal E-Rate and State Broadband <br />Grant Funds in the succeeding Fiscal Year in which funds were expended; and <br />WHEREAS, $19,440 will be appropriated into the Special Grants Fund for the Fiscal Year <br />2022-2023 budget and will temporarily draw down the General Fund to advance the funds; and <br />WHEREAS, sufficient funds of the remaining $2,160 required for this project are <br />available from the General Fund — Library Account in the Fiscal Year 2022-2023 budget; and <br />WHEREAS, CTC and CENIC have agreed to the terms of the contract pending Council <br />approval; and <br />WHEREAS, the City Council is familiar with the contents of the agreement; and <br />WHEREAS, the City Manager recommends approval of said agreement. <br />NOW, THEREFORE, the City of San Leandro City Council hereby RESOLVES <br />
