City of San Leandro <br />Meeting Date: June 21, 2022 <br />Staff Report <br />Agenda Section:File Number:22-378 CONSENT CALENDAR <br />Agenda Number:9.p. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Brian Simons <br />Library Services Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Adopt a Resolution Authorizing the City Manager to approve Letters of Agency <br />and an Agreement Between the City of San Leandro, Columbia <br />Telecommunications Corporation (CTC), and the Corporation for Education <br />Network Initiatives in California (CENIC) for the Provision, Installation, and <br />Maintenance of 1Gbps Broadband Data Connections for Each of the Four San <br />Leandro Public Library Facilities, with a Total Annual Cost of $2,160 for Five <br />Years, Through the California Library Connect Program, Made Possible by <br />Subsidized Grant Funding Through the Federal E-Rate Grant and California <br />State Broadband Fund. <br />COUNCIL PRIORITY <br />·Infrastructure <br />·Sustainability & Resiliency <br />·Fiscal Sustainability and Transparency <br />·Community Engagement and Outreach <br />·Race and Equity Initiatives <br />SUMMARY <br />The CENIC broadband network was established in 1997 to operate the California Research and <br />Education Network (CalREN), a high-capacity computer network with more than 8,000 miles of <br />optical fiber that serves over 20 million users across California, including the vast majority of the <br />K-20 students, educators, researchers, and individuals at other vital public-serving institutions, <br />including California public libraries. <br />The policy that required a non-resident fee card for use of the San Leandro Public Library <br />precluded San Leandro from utilizing this inexpensive solution for broadband access for its public <br />libraries. Since the City Council eliminated that fee card in 2021, San Leandro can take <br />advantage of this low-cost opportunity. <br />Page 1 City of San Leandro Printed on 6/15/2022
