City of San Leandro <br />Meeting Date: June 6, 2022 <br />Staff Report <br />Agenda Section:File Number:22-379 ACTION ITEMS <br />Agenda Number:12.a. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Emily Hung <br />Human Resources Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Resolution Approving Amendment No.1 to the City Manager’s Employment <br />Agreement between the City of San Leandro and Frances Robustelli <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council adopt a resolution to approve Amendment No. 1 to the <br />City Manager’s employment agreement between the City of San Leandro and Frances Robustelli, <br />as presented. <br />BACKGROUND <br />On May 3, 2021, the City Council approved an Employment Agreement with Frances Robustelli <br />providing the terms and conditions of her employment as the City Manager. The Agreement was <br />for a period of three (3) years commencing on May 4, 2021. <br />Analysis <br />In May of 2022, the City Council completed its first evaluation of the City Manager ’s performance <br />and determined, based on a positive performance review, to amend the City Manager ’s <br />Employment Agreement. The proposed Amendment No. 1 to the City Manager’s Employment <br />Agreement makes the following changes: <br />·Extend the term for an additional two (2) years through May 3, 2026 <br />·Increase the base annual salary by 3% effective June 1, 2022 <br />·Increase the vacation accrual from 3 weeks to 5 weeks per year <br />·Provide the vacation cash out option available to the San Leandro Management <br />Organization <br />·Perform a salary survey in November 2022 <br />Page 1 City of San Leandro Printed on 6/1/2022
