shows that about 30% of participants in the senior meals program in San Leandro are at or below the Federal Poverty Level, and another 27% are considered “extremely low income” which means they are living on an annual income below $27,456. While Spectrum’s Senior Meals Program has not been required by our Older American Act grant contract to track income levels for participants living above FPL, based on registration forms with self-reported data we know that most are very low- or low-income. In fact, voluntary donations from senior meal participants in San Leandro consistently fall short of the suggested donation of $3.75 per meal. MAJOR ACTIVITIES Senior meals will be served five days a week, 247 days per year, at the San Leandro Senior Community Center. Meals will be carefully planned and prepared to be delicious, low sodium and nutritionally balanced to supply 1/3rd of the U.S. Recommended Daily Allowance for older adults. Every menu is planned by a Registered Dietitian which is in turn reviewed and approved by Alameda County’s Dietitian. Spectrum’s Senior Meals Program is monitored by the Alameda County Area Agency on Aging (AAA), through program, fiscal and nutrition monitoring providing important feedback to project management as we continue to strive for excellence. Spectrum consistently earns high marks for maintaining high standards in food nutrition, kitchen practices and program operations. The AAA reports are available for review upon request. After preparation, meals are packed in bulk and delivered by Spectrum’s Delivery Driver to the meal distribution sites. The Senior Meals is a congregate meal program, due to our current situation amidst the COVID-19 pandemic we have Federal approval to adjust our program to follow guidelines for keeping our staff, volunteers, and participants safe. Over the course of this two-year funding period we anticipate that we will continue to adapt and adjust our service model based upon guidelines for our community. We are currently partnered with SOS Meals on Wheels to provide chilled individually packaged meals in a “pick up and go” model. San Leandro Senior Community Center is one of our distribution sites offering curbside pick -up. Based upon the last year, we have seen a shift of fewer unduplicated individuals at our sites, but an increase in meals served. The seniors accessing Senior Meals now are relying on this food more than ever. A Spectrum Site Coordinator works with the Senior Meals Program staff (including Spectrum Volunteer Coordinator), San Leandro facility staff, and volunteers to serve the meals. Whether it is curbside pickup or seated dining, the Senior Meals Program staff or volunteers welcome each participant for lunch, get them signed in, register new participants, and receive voluntary donations. No senior is ever turned away for inability to pay the suggested donation. To protect participants from any embarrassment of not being able to donate, all donations are anonymous. Spectrum maintains records of donation amounts received by site, not by each person. As part of Spectrum’s Senior Meals Program, we include nutrition education and tips on the flip side of our menus, and Spectrum staff and volunteers are trained to reinforce connections between nutrition, physical activity and health. The funding requested from the City of San Leandro Community Assistance Program would help pay for a portion of the cost of staff directly serving this needy population of seniors. CAP grant funding will ensure that San Leandro seniors will receive a nutritious lunch, five days a week, in a supportive and welcoming setting in San Leandro at the San Leandro Senior Community Center. PERFORMANCE MEASURES SUBRECIPIENT SHALL, FOR THE TERM OF THE CONTRACT: Performance will be measured by the number of meals served and the number of San Leandro seniors who participate in the program, with data available on a monthly, quarterly and annual basis. During the first quarter, we will be transitioning from “Pick Up and Go” to in person dining. Due to limited capacity in the space, we anticipate the number of people decreasing at the time of transition. Our goal will be to serve 125 unduplicated seniors at San Leandro Senior Community Center this fiscal year. . We will expand as needed.
