File Number: 22-245 <br />required that such entitlements be completed prior to sale or leasing of City properties. The <br />private entitlements are the subject of this public hearing item. Public outreach on the new City <br />park will resume in June/July. <br />Proposal <br />Cal Coast Companies LLC, Inc., as applicant, is requesting planning entitlements for the private <br />elements of the Shoreline Development Project. The planning entitlements consist of Site Plan <br />Review and Planned Development Project approval. As noted, a Development Agreement is also <br />proposed to address further details of the project, including Developer and City responsibilities, <br />phasing considerations, and fees. <br />The non-residential private elements include: <br />·A 156,934 sf five-story hotel with 210 rooms, an attached restaurant, and amenities <br />including a pool & spa, bar, dining buffet, meeting rooms, fitness center, business <br />center, outdoor seating, and a roof deck; <br />·A 16,024 sf, two-story restaurant/banquet facility with third-floor roof deck; <br />·A 2,500 sf one-story commercial structure is proposed to accommodate a market, <br />café, or other retail use with outdoor seating; <br />·Related site improvements including 455 shared parking spaces in two surface <br />parking lots and approximately 80,000 sf of landscaping. <br />The residential private elements include: <br />·A five-story apartment complex with 285-units, 435 parking spaces (1.5 spaces/unit), <br />and amenities including a pool, fitness room, club room, and roof decks; and <br />·A “for-sale” development of 144 two- to three-story detached single-family homes and <br />62 two- to three-story townhomes with optional roof decks and attached two-car <br />garages for each unit; and <br />·Related site improvements. <br />Summaries of each of the private elements and development standards are included as <br />Attachment D. Project plans for each of the private elements are included as Exhibits to the draft <br />Resolution in Attachment A. <br />In 2020, the City Council approved General Plan and Zoning Map Amendments for the Project <br />site that extended a Planned Development (PD) Overlay Zone to the portions of the site identified <br />for private development. The PD Overlay Zone was established to set forth a procedure for the <br />development of larger parcels to reduce or eliminate the rigidity, delays, and inequities that could <br />result from applying zoning standards and procedures designed primarily for smaller parcels. The <br />PD overlay provides a valuable tool appropriate for the scale and unique setting of the Shoreline <br />site and the City Council’s vision for a self-sustaining, mixed-use development. <br />The flexibility of the PD Zoning and proposed PD Project allows for the City Council to approve <br />variations in development standards to support superior urban design in comparison with <br />development under the base district zoning regulations.
