SAN LEANDRO SHORELINE DEVELOPMENT EIR ADDENDUM PROJECT <br />CITY OF SAN LEANDRO <br /> <br />May 2022 Page 35 <br />Background: <br />2022 Appendix G Threshold <br />The CEQA Checklist Guidelines for Transportation has been updated since those used for the Certified EIR <br />of the Original Project. The changes are detailed below: <br /> <br />VIII IX. HAZARDS AND HAZARDOUS MATERIALS. <br />Would the project: <br />a) Create a significant hazard to the public or the environment through the routine transport, use, <br />or disposal of hazardous materials? <br />b) Create a significant hazard to the public or the environment through reasonably foreseeable <br />upset and accident conditions involving the release of hazardous materials into the environment? <br />c) Emit hazardous emissions or handle hazardous or acutely hazardous materials, substances, or <br />waste within one-quarter mile of an existing or proposed school? <br />d) Be located on a site which is included on a list of hazardous materials sites compiled pursuant to <br />Government Code Section 65962.5 and, as a result, would it create a significant hazard to the <br />public or the environment? <br />e) For a project located within an airport land use plan or, where such a plan has not been adopted, <br />within two miles of a public airport or public use airport, would the project result in a safety <br />hazard or excessive noise for people residing or working in the project area? <br />f) For a project within the vicinity of a private airstrip, would the project result in a safety hazard for <br />people residing or working in the project area? <br />f) Impair implementation of or physically interfere with an adopted emergency response plan or <br />emergency evacuation plan? <br />g) Expose people or structures, either directly or indirectly, to a significant risk of loss, injury or <br />death involving wildland fires, including where wildlands are adjacent to urbanized areas or <br />where residences are intermixed with wildlands? <br /> <br />Comments: <br />HAZ a, b, c, d, e, f, g. <br />The Original Project analyzed in the Certified EIR would result in a less than significant impact associated <br />with creating a significant hazard to the public or the environment from the routine transport, use, or <br />disposal of hazardous material, as well as, from the accidental or unforeseen release of hazardous <br />materials into the environment. The Modified Project occurs within the same boundary as the Original <br />Project and would remain in conformance with applicable federal, State, and local laws, policies, and <br />regulations, as described in Section 4.7.1.1, Regulatory Framework of the Certified EIR. Therefore, the <br />Modified Project, which consists of increased height for some buildings and an increase of 6 residential <br />units, would not result in a new impact or a substantial increase in magnitude of the existing impacts <br />associated with the routine transport, use, or disposal of hazardous material, as well as, from the <br />accidental or unforeseen release of hazardous materials into the environment. <br /> <br />The Modified Project remains within two miles of the Oakland International Airport, and is therefore, <br />within the jurisdiction of ALUC’s ALUCP, as described in Section 4.7.1.1, Regulatory Framework of the <br />Certified EIR.
