The changes are detailed below: <br /> <br />XIX. UTILITIES AND SERVICE SYSTEMS. <br />Would the project: <br />a) Exceed wastewater treatment requirements of the applicable Regional Water Quality Control <br />Board? <br />a) Require or result in the relocation or construction of new or expanded water, or wastewater <br />treatment or storm water drainage, electric power, natural gas, or telecommunications facilities <br />or expansion of existing facilities, the construction or relocation of which could cause significant <br />environmental effects? <br />c) Require or result in the construction of new storm water drainage facilities or expansion of <br />existing facilities, the construction of which could cause significant environmental effects? <br />b) Have sufficient water supplies available to serve the project and reasonably foreseeable future <br />development during normal, dry and multiple dry years from existing entitlements and resources, <br />or are new or expanded entitlements needed? <br />c) Result in a determination by the wastewater treatment provider which serves or may serve the <br />project that it has adequate capacity to serve the project’s projected demand in addition to the <br />provider’s existing commitments? <br />d) Generate solid waste in excess of State or local standards, or in excess of the capacity of local <br />infrastructure, or otherwise impair the attainment of solid waste reduction goals? Be served by a <br />landfill with sufficient permitted capacity to accommodate the project’s solid waste disposal <br />needs? <br />e) Comply with federal, state, and local management and reduction statutes and regulations related <br />to solid waste? <br /> <br />Comments: <br />UTIL-a, b, c, d, e. <br />Compared to the impacts described in the Approved Project, the addition of 6 housing units would not <br />require major or minor modifications or additions to existing water, wastewater treatment/storm <br />drainage, electric power, natural gas or telecommunications facilities at the project site that are different <br />than those required for the Approved Project site plan. This is primarily because the project site has been <br />previously developed and already includes significant utility infrastructure. In addition, the Modified <br />Project would not change the uses of the Approved Project. With a reduction of 1,027 square feet of <br />commercial building area, and a net increase of 6 townhouse units, small increase in demand for water <br />would be within the overall range of the demand estimated in the First Addendum, which projected an <br />increased demand of approximately seven percent. <br /> <br />The Certified EIR for the Original Project notes that although creation of new or extended water <br />distribution pipes or wastewater pipes or lift stations/capacities could create short-term construction- <br />related environmental effects (e.g. noise, dust, traffic, temporary service interruption, etc.); most of the
