SAN LEANDRO SHORELINE DEVELOPMENT EIR ADDENDUM PROJECT <br />CITY OF SAN LEANDRO <br /> <br />May 2022 Page 69 <br />substantially reduce the number or restrict the range of a rare or endangered plant or animal or <br />eliminate important examples of the major periods of California history or prehistory? <br />b) Does the project have impacts that are individually limited, but cumulatively considerable? <br />("Cumulatively considerable" means that the incremental effects of a project are considerable <br />when viewed in connection with the effects of past projects, the effects of other current projects, <br />and the effects of probable future projects)? <br />c) Does the project have environmental effects which will cause substantial adverse effects on <br />human beings, either directly or indirectly? <br /> <br />Comments: <br />MAN-a. <br />Based on the preceding discussion and the Certified EIR, and the First Addendum, it has been determined <br />that the Modified Project is consistent with the analysis of the Certified EIR and First Addendum. <br />Implementation of the Modified Project, which increases the height of certain buildings, adds 6 net new <br />housing units (within the footprint of the existing proposed buildings) but decreases overall building area, <br />would not result in a new impact or a substantial increase in magnitude of any impact related to the <br />degradation of the environment, reduction in the habitat of a fish or wildlife species, causation of a fish or <br />wildlife population to drop below self-sustaining levels, elimination of a plant or animal community, <br />substantial reduction of the number or restriction of the range of a rare or endangered plant or animal or <br />elimination of important examples of the major periods of California history or prehistory. <br /> <br />MAN-b. <br />According to the Certified EIR and the First Addendum, the Original Project would have resulted in a less <br />than significant impact related to cumulative impacts, with exception to the significant and unavoidable <br />impacts from GHG Emissions. Impacts of the Original Project would have been mitigated to less than <br />significant levels through Mitigation Measures AIR-2 and AIR-5 for cumulative Air Quality impacts, BIO-1A, <br />BIO-1B, BIO-1C, BIO-3, BIO-5A, and BIO-5B for cumulative Biological Resources impacts, and GHG-1A <br />through GHG-1F for cumulative impacts related to energy generation and conservation from Utilities and <br />Services Systems impacts. Mitigation Measures GHG-1A through GHG-1F for cumulative GHG emissions <br />impacts were implemented, however the impacts remained significant and unavoidable. Therefore, the <br />Original Project would not have been expected to contribute to significant cumulative impacts, with <br />exception to GHG Emissions. The Modified Project would also have less than significant impacts with the <br />incorporation of the aforementioned mitigation measures found within the Certified EIR for the Original <br />Project, with exception to those cumulative impacts found from GHG Emissions. Therefore, the Modified <br />Project would not contribute to significant cumulative impacts, in exceedance of those identified in the <br />Certified EIR and First Addendum, when considered along with other impacts or other reasonably <br />foreseeable projects or when considered with the overall buildout under the City’s General Plan. <br />Therefore, implementation of the Modified Project would not result in a new impact or a substantial <br />increase in magnitude of the impact related to cumulative impacts. <br />
